Description
The Navy intends to issue a solicitation on or about 01 August 2004 for services for the Fleet and Family Support Center (FFSC) non-clinical programs and the Morale, Welfare, and Recreation (MWR) operations services on the Island of Guam for a base period and 4 12-month options. Services expected to begin 1 March 2005 for transition to full performance on 1 April 2005. This includes all management, overhead, supervision, materials, equipment, and administrative services necessary to meet performance requirements. The FFSC improves the quality of life on Guam by delivering programs and services that help service members and their families adjust to military life, enhance performance, support operational readiness, and minimize adverse impacts of deployment. Programs/services include Deployment Support, Spouse Employment Assistance, Transition Assistance Management, Life Skills Ed ucation, Information & Referral, Personal Financial Management, Relocation Assistance, Sexual Assualt Victim Intervention, New Parent Support, Navy Family Ombudsman Program support, and Crisis/Contingency Disaster Response. The mission of the local MWR program is to provide quality, varied, wholesome, and constructive recreation programs (i.e., gym and fitness centers, libraries, pools, and beaches, single sailor and liberty programs, and auto hobby center) and child development services that will contribute to the well-being and quality of life of Navy personnel and their family members. Services will also be provided to serve other authorized patrons of MWR throughout the entire base community. Effective MWR programs encourage positive values and contribute to mental, physical, social, and educational enrichment of all participants. The accomplishment of this mission dire ctly contributes to the readiness of Navy activities/units and aids the recruitment and retention of Navy personnel.
