- This synopsis announces the cancellation of the Request for Proposals and the final decision in a Cost Comparison Study under OMB Circular A76, to continue to perform in-house and implement the Government's Most Efficient Organization (MEO). The studied activity is for materials, services, supervision, labor and equipment to operate and manage the Morale, Welfare & Recreation Services, Pacific Missile Range Facilities, Barking Sands, Kauai, Hawaii. The public review process was conducted in accordance with the OMB CircularA76.
