?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-04-Q-5106. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. Size standard is 500 employees. NUWC Division Newport intends to purchase the following items: 1.) 6KVA, THREE PHASE, SOLID STATE AC POWER SOURCE WITH PROGRAMMABLE CONTROLLER (GPIB) CONFIGURED AS A MASTER PARALLELABLE UNIT. VIN: 208, 220, 240, 380, 416VAC, 3 PHASE, 47-63 HZ. VOUT: 1, 2, OR 3 PHASE; 20-5000 HZ, 0-135 V L-N. MODEL NUMBER 360AMX-UPC32/M5283 (QTY. 1). 2.) 6KVA, THREE PHASE, SOLID STATE POWER SOURCE CONFIGURED AS A SLAVE PARALLELABLE UNIT, VIN: 208,220, 240, 380, 416VAC, 3 PHASE, 47-63HZ. VOUT: DUAL RANGE, 1, 2, OR 3 PHASE, DIRECT COUPLED: 20-5000HZ, 0-135V L-N. MODEL NUMBER 360AMX/M5283/M5304 (QTY. 2). Required delivery is by 2004 Aug. 27, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Pacific Power Source. They are the only known source for power supplies that can output a minimum of 18 KVA at 5KHz with a three phase, sine wave output at frequencies greater than 400Hz. Further, Pacific Power is the only know manufacturer that includes three 19? rack mount pieces. These rack mount pieces are essential to move the power supplies on and off of ships. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. A completed copy of FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
