THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. MSC requests information about the cost and availability of two (2) to three (3) tugs in Newport, RI, to support the Government?s requirement. Specifics are as follows: 1. LOCATION: Newport, RI 2. MISSION: Provide two (2) to three (3) tugs to support the Government's requirement of approximately fifteen (15) moves per a year and two (2) to four (4) hours per evolution. 3. CONTRACT STYLE: Requirements Charter 4. DELIVERY DATE: 30 August 2004 5. VESSEL CHARACTERISTICS: FLAG: USA; CLASSIFICATION: N/A; MAXIMUM DRAFT: N/A; MAXIMUM LENGTH OVER ALL: N/A; MAXIMUM BEAM: N/A; MAX AIR DRAFT: N/A; PASSENGER CAPACITY: N/A; TRANSIT SPEED: N/A; BROW: N/A; ENDURANCE: N/A; PROPULSION TYPE: Single screw; BOLLARD PULL: Minimum 50,000lbs. forward bollard pull ahead.; SURFACE CONFIGURATION: Configured to prevent hull-to-hull contact with surface vessels; SURFACE FENDERING: Non-marking fendering, clean and sufficient to prevent hull-to-hull contact with surface vessels.; SUBSURFACE CONFIGURATION: N/A; SUBSURFACE FENDERING: N/A; CAPSTANS/WINCHES: Sufficient fore and aft for services performed under this contract. Each shall have a minimum safe working load of 7,000 lbs.; FIREFIGHTING: N/A; NAVIGATION EQUIPMENT: Minimum required by the U.S.C.G for inland and international waters; COMMUNICATION EQUIPMENT: Minimum required by the U.S.C.G. and FCC for inland and international waters; LINES: Sufficient for services performed under this contract SEWAGE CAPACITY 24 hrs.; OTHER REQUIREMENTS: N/A. Services shall require no more than the following notification times before the tug shall be on-site ready to perform: Straight-Time 0800-1700 local time, Monday through Friday, excluding federal holidays - Notification Time: 48 hours; Overtime 1701-0759 local time, Monday through Friday; 1701 Friday through 0759 Monday; all Federal holidays. - Notification Time: 48 hours. NOTE: Contractors shall respond to emergencies with utmost dispatch. 6.
