THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. MSC requests information about the cost and availability of one (1) U.S. flag twin screw or better tug and one (1) U.S. flag single screw or better tug to provide harbor support services and ship handling for the Port Canaveral area. Specifics are as follows: 1. LOCATION: Port Canaveral, FL 2. MISSION: The Government anticipates that the twin screw or better tug will be used in the following situations: Lead tug on unassisted mooring training, bow tug on SSBN docking / undocking, and movement of Force Protection Barge(s). The government anticipates the single screw or better tug will be used in the following situations: assist twin screw or better tug as required for SSBN and/or unassisted mooring training, docking / undocking Fast Attack Submarines. 3. CONTRACT STYLE: Requirements Contract 4. DELIVERY DATE: October 2004 5. VESSEL CHARACTERISTICS: FLAG: USA; CLASSIFICATION: N/A; PROPULSION TYPE: (1) Single Screw or better (1) Twin screw or better: with maneuverability characteristics such that the tug can operate 45-50 degrees port or starboard which gives the tug a 90-100 degrees operation range. The tug shall be capable of bollard pull forward or aft 45-50 degrees off line and side pull using a walking application both port and starboard.; ENDURANCE: NA; SHAFT HORSEPOWER: N/A; PERSONNEL CAPACITY: N/A; BOLLARD PULL AHEAD: Single Screw: At least 40,000 lbsTwin Screw or better: At least 100,000 lbs; BOLLARD PULL ALL OTHER DIRECTIONS: Twin screw or better: 70,000lbs side thrust; TRANSIT SPEED: N/A; MAXIMUM DRAFT: N/A; SEWAGE CAPACITY: N/A; MAXIMUM LENGTH OVER ALL: N/A; SURFACE CONFIGURATION: Configured to prevent hull-to-hull contact with surface vessels; SURFACE FENDERING: Non-marking fendering, clean and sufficient to prevent hull-to-hull contact with surface vessels; SUBSURFACE CONFIGURATION: Configured to prevent hull-to-hull contact with sub-urface vessels; SUBSURFACE FENDERING: Non-marking fendering, clean and sufficient to prevent hull-to-hull contact with sub-surface vessels. Fendering should be firmly secured to vessel along entire length. Fendering includes propeller guards, if applicable.; BROW: NA; HEIGHT FROM WATER LINE: N/A; MAXIMUM BEAM: N/A; WIND/SEA STATE: NA; LINES: Lines and wires, and associated equipment sufficient to safely and efficiently perform the services under this contract; CAPSTANS/WINCHES: Sufficient for services performed under this contract with minimum safe working loads of 7,000 lbs.; FIRE-FIGHTING CAPABILITY: N/A; NAVIGATION EQUIPMENT: Minimum required by the US Coast Guard to support safe navigation in reduced visibility and during submarine escort.; COMMUNICATION EQUIPMENT: Minimum required by the US Coast Guard for International waters. Services shall require no more than the following notification times before the tug shall be on-site ready to perform: Straight-Time 0800-1700 local time, Monday through Friday, excluding federal holidays - Notification Time: 48 hours; Overtime 1701-0759 local time, Monday through Friday; 1701 Friday through 0759 Monday; all Federal holidays - Notification Time: 48 hours. NOTE: Contractors shall respond to emergencies with utmost dispatch. 6.
