Description: DESC: This is a combined synopsis/solicitation for commercial materials prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201814R019 is issued as a Request for Proposal (RFP) and will be awarded as a Purchase Order using Commercial Items procedures. This acquisition is set-aside for small business. The NAICS Code #212312. The small business size is 500. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24(a). BACKGROUND: The U.S. Fish and Wildlife Service, Texas Midcoast Refuges Complex (3 Locations) requires Limestone Road Base and Rock. GENERAL DESCRIPTION: Price to include delivery to various locations on the refuges and could involve additional drives of 5 to 30 miles at each location: Big Boggy National Wildlife Refuge 1212 N. Velasco, Suite 200 Angleton, Texas 77515 1. Type A Grade 1 Limestone Road Base - 7300 Tons belly dumped on various roads 2. Type A Grade 1 Limestone Road Base - 6600 Tons Stockpiled at a determined location (Delivery Points are within 10 miles of Wadsworth, Texas/approximately 30 miles South/SE of Angleton, TX) Brazoria National Wildlife Refuge 4430 Trammel Road Freeport, Texas 77541 3. Type A Grade 1 Limestone Road Base - 1850 Tons belly dumped on various roads 4. Type A Grade 1 Limestone Road Base - 950 Tons Stockpiled at a determined location 5. 3" to 5" Limestone Rock - 600 Tons Stockpiled at a determined location (Delivery Points are within 10 miles of this address) San Bernard National Wildlife Refuge 6801 CR 306 Brazoria, Texas 77422 6. Type A Grade 1 Limestone Road Base - 1200 Tons Stockpiled at a determined location (Delivery Point is less than 5 miles from Brazoria, Texas) The deliveries are to be made during daylight working hours and no later than 4:00pm central standard time. Deliveries are to be made from Monday through Friday, with the exception of observed holidays. Materials will be delivered within 48 hours after request has been made by refuge. The number of loads per day may vary from 1 to 40. This will be determined at a later date. Offered price will include all applicable federal, state, and local taxes. All material is to meet Texas Department of Transportation standards and needs to be tested per the standard requirements. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: This is a "Best Value" procurement. The Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past performance; 2.
