Description
BLM Barstow Field Office has a requirement for a year round Fee Collection Visitor Contact Services Contract at the Dumont Dunes OHV Recreation Area beginning October 1, 2004 (Year round collection could also occur at the El Mirage OHV Recreation Area) with a base year plus four optional years. There will be no direct cost to the government as payment for services will be made from fee collected by the contractor. Contractor shall provide management, supervision, labor and collection equipment. Contractor shall be responsible for the collection of fees for entry into Dumont Dunes and El Mirage (optional) OHV Recreation areas. Contractor shall charge and collect fees from the public when parking and/or camping in the recreation areas. Contractor shall engage and supervise the employees to operate the collection facilities. Contractor shall maintain a computerized system of internal accounting procedures and controls consistent with accepted practices in the parking industry over all revenue collected by the contractor in the operation of the collection facilities in order to ensure that all revenues collected are clearly and accurately accounted for and dispersed in accordance with the terms of the agreement. Contractor shall deliver to the governement on a monthly basis a summary of all revenues collected in the previous month. Contractor will provide a daily receipts of collections during holiday periods. Contractor and fee collection facilities should be able to provide visitior/customer/transaction information including number of transactions, time of transactions, type of payment, etc. Contractor shall provide, service and maintenance of all collection equipment. Contractor shall ensure that equipment is serviceable at all times and in the event of equipment failure will place the equipment back in service within 24 hours of notification or discovery. Contractor shall have spare equipment immediately availabe for exchange during holiday periods. Contractor will display a 24 hour customer service number on all collection equpiment. Equipment should include, but is not limited to; Secure Portable Fee collection facility (heated and colled), Generator, ability to secure funds, 4 Wheel Drive vehicle or ATV, Cash register, security lighting, sings(directional, Stop here, pay fees, etc), Hand-held card readers, Self-pay machines capable of accepting credit cards and cash. Audit packages, Contractor will have employees in a mutually agreed upon uniform which will include a reflective vest for duty during the hours of darkness and BLM reserves the right to release a contracotr's representative on site for just cause, i.e. appearance, action, behavior. Contractor shall maintain the areas surrounding the collection facilities in a clean and tidy condition at all times. Contractor shall install, repair and maintain sufficient signs required for the proper and efficient operation including, without limiting the generality of the foregoing, signs distinctly indicating: Parking and camping fees and penalties for non-payment/parking violations, restricted parking/camping times. (All signs provide by the contractor will be approved by BLM). The Government will provide; Law Enforcement assistance, Account for deposit, Semi-Annual audits, Information packages, National Environmental Policy Act (NEPA) Compliance Documentation. All Contractors are strongly encourage to register at the Central Contractor Registration (CCR) website at www.ccr.gov. Any firm already registered, should ensure your profile is updated. The registration is necessary to receive amendment notifications, contract awards.
