- Point of Contact for this project will be Ernie Waugh, Contract Specialist, (817)886-1087. The work will include demolishing streets and utilities to facilitate construction of new aligned streets and utilities for Park and Recreation Facilities alon g Johnson Creek from Park Row Street on the south to Collins Street on the north. Street and parking lots shall be lime stabilized subgrade, concrete curb and gutter, and asphalt and concrete paving along with storm drainage. Two miles of concrete trail with three prefabricated metal bridges are included plus a pavillion, picnic tables, area lighting and miscellaneous recreation appurtenances. Estimated Construction Range: $1,000,000 to $5,000,000.00. Solicitation will issue on or about 10 August 2004. Bids will be due on or about 10 September 2004, 2:00 p.m. local time. The North American Industrial Classification System (NAICS) Code applicable to this project is 237310. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicit ation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for speci fied percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantages Business, 10%; Women-Owned Small Business, 10%; Service-Disabled Veteran-Owned Small Business, 3.0%; and HUBZo ne Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments sh all be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the follow ing address daily for any posted changes to this solicitation.
