- NSN: 1005-00-921-5004, Part Number 8558560. The item to be procured is the 30-Round Aluminum Magazine. The 30-Round Magazine Assembly is an 6061 Aluminum Alloy metal stamping, heat treated and tempered with spring, plate, and follower. This acqui sition will provide for FULL AND OPEN COMPETITION USING BEST VALUE PROCEDURES. The Technical Data Sales and Patent License Agreement between Colt Defense LLC and the US Government restricts this acquisition to the US and its territories. The successful o fferor under this solicitation agrees to manufacture the item being procured under this contract, within the US and its territories. Requirements are 336,185 each 30-Round Aluminum Magazine for use on the M16 Series Rifle and M4/M4A1 Carbine. The propose d contract will include a 200 percent option. FOB is Origin. Estimated issue date is 13 August 2004. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an e lectronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Beca use of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which ma y be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of same. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the internet. The technical data for the M16 Family of Weapons is proprietary to Colt??????s. In order to receive the technical data package, offerors are required to execute a nondisclosure agreement binding ea ch offeror to the terms and conditions of the agreement. A copy of the nondisclosure agreement can be found at the web site listed above or may be requested from TACOM-Rock Island, ATTN: AMSTA-LC-CSC-C/Ms. Bobbie Stegall, Rock Island, IL 61299-7630, Phone : (309) 782-3618. An official authorized to legally bind the company must sign the nondisclosure agreement. Upon execution of the nondisclosure agreement, return the original copy to the above address. Vendors who need this TDP in order to prepare a pro posal are instructed to request same by submission of an email request to: tacom-ri-tdp@ria.army.mil. Any said requests should contain the following information: CAGE Code (if available), Company Name, Point of Contact (optional), Street Address, City, S tate, Zip Code, Telephone Number. A TDP will be provided by normal mail after the solicitation has been released to the internet and a duly executed nondisclosure agreement is received.
