- The purpose of this amendment is to delete the sentence: If no qualified proposal is received from a service-disabled veteran-owned small business or from a small business, that set-aside will be automatically dissolved and to answer questions. Question: Where will the support for the contracts be carried out? At a location of our choosing or at Fort Belvoir. Answer: The tasks assigned under this contract can generally be performed at your facility but may involve some travel. Question: Do we have to have a secure facility or will that be provided? Answer: No, you do not have to have a secure facility and one will not be provided. Question: Do the payroll personnel have to have security clearances? And secure facilities. Answer: No. Question: We intend to bid on the Power area. Is there any other information on this area or is this just like an unsolicited proposal? Answer: Awards will not be issued for each area. Offeror or team must be able to demonstrate competence and at least five years experience in 70% of the functional areas found in paragraph C.5 of the statement of work. All information has been provided. Question: For the other than VOSB-SD firms, will there be an extension to the due date to give full and open bidders adequate time to prepare a submit that is consistent with the VOSB-SD proposal prep timeline? Answer: Amendment 3 changed the response date from 28 Jul 04 to 23 Aug 04. No other changes are anticipated. Please note that the requirement for oral presentations no longer exists. Question: Will you issue an SF Form 30 with Amendment 03? Answer: No, the requirement was listed as a synopsis/solicitation and not a solicitation. The offeror shall acknowledge this amendment in his proposal.
