Description

The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue a solicitation to furnish all plant, labor, equipment and materials and perform all work for fendering improvements on the downstream miter gate at Eisenhower Lock, Massena, New York. The miter gate is approximately 90 ft. high. The work will be performed during the winter with the lock dewatered and covered with a temporary roof, which will restrict access from above. The work will consist of replacing up to 400 linear feet (121.92m) of deteriorated 12 in. x 12 in. (30.48cm x 30.48cm) oak fendering with new 12 in. x 12 in. (30.48 cm x 30.48cm) composite (rubber surfaced with ultra high molecular weight polyethylene) fenders and replace an additional 80 linear feet (24.384m) of deteriorated 12 in. X 12 in. (30.48cm x 30.48cm) oak fenders with new 12 in. x 12 in. (30.48cm x 30.48cm) oak fenders. The work shall include fabrication and installation of new structural steel brackets to mount the composite fenders. The work may also include a new installation of 80 linear feet (24.384 m) of 12 in. x 12 in. (30.48cm x 30.48 cm) composite fenders and 80 linear feet (24.384 m) of 12 in. x 12 in. (30.48 cm x 30.48 cm) composite fenders and 80 linear feet (24.384 m) of 12. in. x 12 in. (30.48 x 30.48) oak fenders, with new mounting brackets for both types of fenders. This solicitation will be released on or about August 9, 2004 and the work is to be completed by March 4, 2005. Cost range is between $100,000 and $250,000. Bid opening is tentatively scheduled for 2:00 pm, September 14, 2004. There is a Thirty ($30) Dollar nonrefundable fee per set for plans, specs, and drawings. The bid package may be requested by mail to P.O. Box 520, 180 Andrews Street, Massena, New York 13662-0520. No telephone requests. This will be a Firm-Fixed Price contract. This solicitation shall be issued in accordance with the ?Small Business Competitiveness Demonstration Program?. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist Minority, Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital and bonding assistance for Transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for Bid, Payment, and Performance Bonds up to $1.0 Million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
