- Description
- The Regional Procurement Support Office-Frankfurt, intends to issue a solicitation for the renovation of an existing office building (EOB) and the construction of a new warehouse/General Services Office (GSO) support annex on the U.S. Embassy compound in Kabul, Afghanistan. Design/Construction costs are estimated to range between $5,000,000 and $10,000,000. The EOB project will be built from 60% complete construction documents. The project includes the complete interior renovation of an existing approximate 3900 gross square meters (gsm) concrete building, built around 1963. The new interior will be updated throughout to comply with the IBC 2000 and US Government accessibility guidelines. The existing structure is comprised of reinforced concrete columns with a 2 way slab construction. It is two stories with a full basement. Exterior wall is formed textured concrete. A new built-up roof will replace the existing built-up roof. With exception of the main entrance, service entrance, new fire exit and new consular entrance, the exterior skin and masonry openings are to remain. The existing windows and doors will be replaced with security window, doors and frames throughout entire building. Remove and refurbish existing grills. Existing HVAC, plumbing and electrical distribution will be replaced throughout. HVAC and utilities will come from a central utilities plant (CUP) The CUP is not in this contract The Warehouse/GSO Office Support Facility project will be built from 35% complete construction documents. The project includes a new approximate 1,175 gsm warehouse and an attached approximate 573 gsm support facility. The warehouse will be steel framed and combination reinforced concrete and metal paneling exterior. The support facility will be reinforced concrete. The total duration of this contract from the issuance date of the Notice to Proceed to contract completion is about 460 - 550 calendar days. Award of the contract will be to the technically acceptable, responsible offeror with the lowest evaluated price. Potential contractors shall be in possession of all required permits and licenses to perform general construction work in Afghanistan. All locally required permits and construction approvals shall be obtained by the contractor. All communication, correspondence, and documentation must be in English. Travel to Kabul is at the expense of the bidder. There is no provision for reimbursement of proposal costs. Issuance of the subject solicitation is estimated to occur in August 2004. A Pre-Proposal Conference and Site Visit is planned to be held in late August 2004; further details will be announced later.
