Description
A sole source procurement is contemplated for award to The Lewin Group Inc. of Falls Church, VA to provide statistical and analytical services needed to produce and report Medicare Fee-for-Service (FFS) error rates. The Lewin Group provided services to CMS for statistical and analytical support in preparation for implementation of the Comprehensive Error Rate Testing (CERT). The CERT program produces national, contractor specific, benefit category specific and provider type specific paid claim error rates. The program calls for independent reviewers to periodically review a systematic random sample of claims that are identified after they are accepted into the claims processing system at carriers and intermediaries. The claims subjected to sampling and review include all claims appropriately submitted to a carrier, Durable Medical Equipment Regional Carrier (DMERC), or Regional Home Health Intermediary (RHHI); and all claims appropriately submitted to an intermediary, other than acute care inpatient Prospective Payment System (PPS) hospital (Diagnosis Related Groups) claims. Since CERT implementation, The Lewin Group provides statistical and analytical support as a subcontractor to the prime CERT contractor. Also, The Lewin Group currently performs all statistical and analytical design services for a complementary Medicaid error rate project. This sole source procurement is being conducted pursuant to the authority of 41 U.S.C. ? 253(c)(1) as implemented by FAR 6.302-1(a)(2), that only one responsible source and no other supplies or services will satisfy the agency?s requirements. In order to meet CMS?s minimum needs we require that The Lewin Group be able to conduct CERT analytical and statistical activities independently and thru a direct relationship with CMS. Award of the CERT error rate support contract to the Lewin Group would insure consistencies with the CERT. CMS believes The Lewin Group is the only company that can provide CMS with timely and accurate technical support that will allow CMS to make the maximum effective use of CERT findings. This is intended only as an interim measure until all processes are well defined and documented. CMS intents to compete the CERT analysis and statistical contract once CMS had fully defined all CERT processes. CMS expects to compete definition of these requirements by September 30, 2007. This contract will be awarded for a period of 1 year with two optional years. This is a notice of intent and not a request for quotations. Businesses that recognize and can provide the required service described above must provide supporting evidence. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government will consider all responses received NLT 4:00 PM EDT, 16 Aug 2004. Responses shall be submitted to Edward M. Rutherford.
