Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with High Performance Technologies, Inc. (HPTi) of Reston, VA to provide an integrated enhancement to the existing high performance computing system (HPCS) being leased by the Forecast Systems Laboratory (FSL) in Boulder, CO under Contract Number 50-DDNR-9-90039. The Government intends to modify the existing contract to acquire additional processing capability, storage, networking, software, and services to support broad NOAA research goals. The existing HPCS was designed by HPTi to provide a cost-effective, balanced supercomputing environment that includes not only large-scale computing but separate resources for storage, and networking as well. The current system consists of five Intel Xeon-based clusters (total of 1536 processors), two 64-bit testbed clusters (total of 48 processors), two Data Direct Networks SANs supporting 10 Linux-based NFS servers, an ADIC StoreNext HSM, and a tape library (ADIC AML/J). HPTi also provides system related support services under the contract. The current system uses the Linux-based NFS services. All of the system's resources are managed and scheduled by Sun Grid Engine resource management and scheduling software including custom features implemented by HPTi. The HPCS currently utilized by FSL and other NOAA users directly supports NOAA's strategic goals in Climate and Weather and Water by enabling its research into the physical processes governing the Earth's climate and weather. To meet the growing requirements by the FSL user community requires growth in its computational capacity, networking capacity, and storage capacity. To support the increased computational requirements, the existing HPCS must be augmented to provide additional computational resources, storage capacity, and system support services, including both hardware and software maintenance, through the end of the contract (September 2006). These additional resources must be integrated into the existing HPCS architecture. The estimated budget for the HPCS enhancement is approximately $2 million through September 2006. NOAA anticipates purchasing the additional hardware. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish a system enhancement capable of meeting the previously cited requirements. Seamless integration of the HPCS enhancement into the existing HPCS architecture is required, including integration into FSL's current NFS storage systems as well as the existing batch system. Of particular concern to the Government is accomplishment of the system enhancement without any interruption or degradation of performance both during the actual system upgrade as well as during the remainder of the system's life (through September 2006). Vendors must include in its response, an explanation, in explicit detail, of its plan to implement and manage a seamless integration with the existing HPCS. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 45 days after publication of this synopsis. SEE Note 22.
