- Description
- The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the Optical Technology Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Barr Associates, Inc. of Westford, MA, for short pass and long pass filters to be used by NIST under cryogenic-vacuum conditions for precision infrared radiometric calibrations Sole source determination is based on this requirement being a follow-on requirement to a competitive solicitation, award & testing conducted within the last year. This requirement is for the final and larger filter set. Only the filters provided by Barr Associates, Inc. met all of the required technical specifications, including surviving repeated cryocycles down to 80 K and 20 K and successfully operating to spectral performance specifications at 20 K. As all testing and determinations have been completed, no other filters can be considered. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 6, 2004, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
