Description
FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. Furnish all labor, materials, and equipment necessary to repair the wave barrier (Phase II) and repair pier braces at Station Tillamook Bay, Garibaldi, Oregon. This project is the second phase of two-part project. The first phase replaced approximately 82 feet of wave panel between Bents 11 and 18. This project shall replace the remainder of the wave barrier. This works includes, but is not limited to, the following: (A) Wave Barrier Repair (Phase II): (1) Remove the wave panels east of Bent 12 and north of Bent 17, not replaced in Phase I. This constitutes approximately 275 feet of wave panel. The panels shall be disconnected from the remaining panels at the flange connection on the existing TS 8x8x3/8 steek waler. Do not remove the existing 16? diameter steel pipe support piles; (2) Install new wave panels to replace the panels removed in part (A). The new panels shall be fabricated as shown in drawing. The contractor may re-use the existing TS sections and/or the existing L3x3x3/8 attachment angles during fabrications. Note the replacement sections use a new lower L3x3x3/8 and larger two-part (two 6? x 8?) plastic timber wale, and there are no 4x4 ?filler? timbers. Also note the use of two double-nutted through bolts and two lag bolts at each 4x12 connection to the wale; (3) All replacement timber shall be plastic timber conforming to Section 06510 of these specifications; (4) All new steel and steel connection pieces (bolts, washers, nuts) shall be hot-dipped galvanized. See enclosed specification 05090); (5) The Coast Guard will furnish twenty(20) plastic 4? x 12? x 18? boards conforming to Section 06510 and associateing hardware (bolts, washers, and nuts) for 20 LF of wave barrier. All other materials shall be provided by the contractor; (B) Pier Brace Repair: (1) Remove timber brace members on pier to boathouse between bents 9 and 11 shown on drawings. This includes four(4) pairs of longitudinal cross braces, one(1) pair of transverse horizontal braces, and one(1) transverse cross brace pair. Replace with polyurea coated steel channels of C5x6.7 or larger. NOTE: Award of contract from this solicitation will be made on the basis of Best Value to the Government using past performance and price. The Government reserves the right to award a contract to other than lowest price offeror. The estimated cost of this procurement is between $500,000 to $1,000,000 (CONSTRUCTION BIDS ONLY). Performance period is 150 calendar days after receipt of Notice to Proceed. This project is 100% Small Business Set-aside. The applicable NAICS code is 237990. Small Business size standard is $28.5 million. All responsible small businesses may submit a proposal, which will be considered. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings.
