Description
NAICS Code: 541511 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN QUOTATION WILL BE ISSUED. The quotation number is RFQ-RT-04-00354 and is being issued as a Request for Quotation (RFQ). The quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. This requirement is for services that will operate, maintain, and enhance the EPA AirQuest Data Warehouse located in a computer room outside of EPA's National Computer Center (NCC) on EPA's main campus in Research Triangle Park, N.C.. The services shall include: 1) incorporating new data sources into the warehouse, including data modeling, database design and implementation, ETL (Extract, Transform, Load) configuration, and database tuning; 2) modifying the user tools to analyze and display new data; 3) analyzing performance from the user interface, through the Business Objects server, and finally into the database itself; and 4) tuning each component for optimal performance. The following eight (8) tasks are to be completed as a part of this requirement: 1) Evaluate/enhance/tune extraction, Transformation, and loading process (ETL) for existing data sources; 2) Existing data model update; 3) Business objects universe and reports -- Redesign and refresh; 4) Data refresh; 5) Database tuning; 6) New data source evaluation and loading; 7) ETL update; and 8) Porting to EPA's central environment. The Statement of Work (SOW) gives further in depth discussion of each of the eight tasks. This requirement will be a firm fixed price purchase order. North American Industry Classification System (NAICS) No. 541511 applies with a size standard of $18 million. This quotation is issued as a small business set-aside. The anticipated period of performance will start on October 1, 2004 thru September 30, 2005. The following FAR provisions apply to the quotation: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications--Commercial Items; 52.212-4 Contract terms and Conditions--Commercial Items 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items; 52.204-6 Data Universal Numbering System (DUNS) Number; and 52.204-7 Central Contractor Registration. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical approach; (ii) past performance; (iii) qualifications of personnel and (iv) price; technical, past performance, and qualifications of personnel when combined are equal in importance when compared to price. The quotation, SOW, provisions, and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the quotation, provisions, and amendments via Internet. If you will be obtaining a copy of the quotation via Internet, it will be your responsibility to frequently check the same site where the quotation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the quotation from the Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a quotation on/or before August 6, 2004 by 4:30 P.M. Eastern Standard Time.
