Description
The Bureau of Engraving & Printing (BEP) has a requirement for Sodium Lauryl Sulfate suitable for use as an ingredient in a water-based wiping solution for currency printing presses at the Bureau's facilities in Washington, D.C. The BEP?s requirement and specification for sodium lauryl sulfate solution is between 28.0-31.0 percent by weight. This acquisition will be 100 percent set-aside for small business manufacturers or small businesses providing a product manufactured by a small business (refer to FAR Part 19). A Fixed-price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract is anticipated, encompassing a base period of twelve months and four (4), twelve month option periods. Deliveries shall be made by tanker truck and in 330 gallon totes. The estimated quantities for the periods of performance are as follows: Base Period: Tanker Truck 50,400 gallons, Totes 39,600 gallons; Option Period I: Tanker Truck 105,840 gallons, Totes 1,980 gallons; Option Period II: Tanker Truck 111,132 gallons, Totes 1,980 gallons; Option Period III: Tanker Truck 116,689 gallons, Totes 1,980 gallons; and Option Period IV: Tanker Truck 122,523 gallons, Totes 1,980 gallons. This procurement will be negotiated and awarded according to the procedures set forth in the Federal Acquisition Regulation (FAR) Part 12. Offerors will be required to submit a material sample of two 1-liter samples with their offer for test and evaluation. The source selection decision will be based upon evaluated price or cost to the Government and will be the determining factor in selection for award between technically acceptable proposals and positive past performance. The solicitation number for this procurement action is BEP-04-0034. It is anticipated that a solicitation will be issued on or after August 13, 2004. A thirty (30) day solicitation response time is planned. Contract award is planned for November 23, 2004.
