Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) for the Naval Air Technical Data and Engineering Service Command (NATEC) to be performed at Det facilities at NAS Whidbey Island in Washington and NAS Norfolk in Virginia. These services will be provided by United Technologies Support Contracts (DBA Pratt & Whitney), 400 Main Street, Mail Stop 182-14, East Hartford, CT 06108. This effort encompasses training designed to inform and instruct Navy personnel in the installation, operation and maintenance of the J52 and JT8D engine systems and associated support equipment for the EA6B platform. These services are required for engineering system integration assistance liais on and training programs. Pratt & Whitney is the original equipment manufacturer (OEM) of the J52 and JT8D engine systems and is the only source with the technical expertise and knowledge of the equipment, access to advanced engineering data resulting from configuration changes, retrofit modifications, and contractor data required to complete this CETS task. No organic training is available making factory representation an essential aspect of these requirements to remain technically abreast of continuous changes. No other firm possesses the required data and expertise on this equipment since it is continuously modified. A five year period of performance is anticipated, constructed of one nine-month base period with four one-year option periods and one three-month option period. Award of a contract is expected on 1 Janurary 2005 and the contract will continue through 31 Decem ber 2009 if all options are exercised. Any resultant contract will contain the clause FAR 52.217-8, Option to Extend Services. Interested persons may identify their interest and capability to respond to this requirement.
