- The Naval Air Systems Command (NAVAIR) is soliciting suggestions and comments to the enclosed draft Request for Proposal (RFP) Sections B to K, Statement of Work, and Contract Data Requirements Lists (CDRLs). Industry is notified that the enclosed document is at its early refinement stage. The enclosed document will be restructured and updated to reflect comments and suggestions received from industry and other parties. The scope of the effort will provide commercial air services for passenger transport and fleet training including electronic warfare, air intercept control, and target tow. Three planes, consisting of two passengers and one swing (passenger and mission configuration); will be based in Naples, Italy. The passenger planes need to carry 8 to 10 passengers (to be determined). The contractor will operate under FAA Part 135 and must be certified by the Air Mobility Command for passenger transport in the Mediterranean area. The planes must be equipped in accordance with the ICAO/JAA requirements for flying within European air space. In an effort to expedite release of the formal RFP to industry, the suggestion and comment period will be from 20 July to 3 August 2004. Industry is notified that the Government does not intend to provide a response to any comments provided in response to the draft RFP. It is our intention to incorporate the information resulting from the submitted questions, suggestions, and comments into the formal RFP.
