Description
The proposed contract action is for services which the Naval Medical Center San Diego intends to solicit for a Non-Personal services of a Research Database Programmer/Manager under the authority of FAR 6.302. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotes received by July 28, 2004, 3.00.PM., Pacific Standard time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-04-T-0041 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 5417910, Size: 500. This procurement is a small purchase, small business set-aside solicitation. Clin 0001. Contractor shall provide On-site Non-personal services contract of a Research Database Programmer/Manager, Period of Performance August 1, 2004 through July 31,2005. QTY: 2000, Unit of Issue: Hours: . The duties to be performed shall be in accordance with the statement of work, (SOW). The services and duty hours will be performed at Naval Medical Center San Diego, Opthalmology Department, 34800 Bob Wilson Drive, San Diego, Ca 92134. PERFORMANCE AND WORK STATEMENT RESEARCH DATABASE PROGRAMMERIMANAGER OPHTHALMOLOGY DEPARTMENT PRK PROGRAM 1) SCOPE OF CONTRACT a) This is a non-personal service contract for an Information Technology Manager/Programmer who provides information technology support and research assistance services. The work will be performed at the Navy Refractive Surgery Center, Naval Medical Center San Diego. The primary work location is the Branch Medical Clinic, Naval Training Center San Diego. A secondary work location is the Naval Medical Center San Diego (Balboa Hospital). 2) DUTY HOURS a) The contractor shall be available for duty at the Naval Medical Center, San Diego or the Naval Training Center, San Diego, CA for at least eight hours between the times of 0730-1630 (this includes a one-hour lunch), Monday through Friday. The contractor shall agree to extend these hours, as necessary, to ensure experiments are completed or deadlines met. If the contractor is required to stay past the normal work hours, the contractor will be compensated with regular pay (no overtime). 3) DUTIES a) Develops, validates, and maintains clinical trial data bases for data collection and management compliant with the requirements of 21 CFR 11, as applicable, including documentation. b) Writes and de-bugs visual basic programs to convert data to specific spreadsheet formats for analysis. c) Provides clinic staff with networking and software application support (Microsoft windows and Office products including Excel and Access). d) Assumes primary responsibility for the design, implementation, and maintenance of patient questionnaire scanning and automatic data entry systems. e) Develops, validates, and maintains custom software applications, including any necessary security measures and documentation. f) Provides support to assist with data entry of patient records into a computerized database. g) Assists with data analysis, including use of descriptive and analytical statistics. h) Assists in the preparation of tables and graphs of clinical outcomes and preparation of presentations and posters. i) Must be able to work independently on ongoing projects, and in response to immediate requirements of the clinic/research team. j) Must be able to communicate clearly, verbally and in writing, in Standard English. k) Must be able to travel up to twice a year. 4) REQUIREMENTS a) Bachelors degree in Computer Science, Management Information Systems or a similarly related field with at least one year experience in database programming and management. b) Advanced knowledge ofVisualBasic and VisualBasic for Applications (VBA) as used in the Office product family. c) Must have working knowledge of programming in SQL, VisualBasic and Visual Basic for Applications (Microsoft) for creating queries and managing databases of patient records. d) Must have intermediate to advanced proficiency in a database management system which complies with 21 CFR 11 regarding electronic records in clinical trials, specifically Study BuilderTM (Study Builder, Inc.) e) At least one year of experience working in a clinical research program is preferable. f) Ability to communicate orally and in writing using grammatically correct English. g) Must have intermediate to advanced proficiency with computer operating systems and software including Microsoft Windows (2000 and XP) and Office (Word, Excel, Access). h) Must basic knowledge of introductory and descriptive statistics. i) Three letters of recommendation, at least two of which must attest to experience with programming and application skills. This will be waived in the case of an individual already working as a contractor for NMCSD Refractive Surgery Center. 5) CONFIDENTIALITY REQUIREMENT a) All financial, statistical, personnel, and technical data which is furnished, produced or otherwise available to the contractor during the performance of the contract are considered confidential business information and shall not be used for proposed other than performance of work under this contract nor be released by the contractor without prior written consent of the Department Head or designated representative. Any presentation of any statistical or analytical materials, ore any reports based on information obtained from studies covered by this, will be subject to review and approval by the Department Head or designated representative before publication or dissemination. 6) QUALITY REQUIREMENTS a) Government Quality Assurance (QA). Services provided will be subject to Government inspection and acceptance. Contract deliverables must satisfy all performance criteria specified herein. b) Contractor Quality Control (QC). The contractor shall employ suitable QC techniques to ensure performance standards are met. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-24. Past performance and qualified Research Database Programmer/Manager?s qualifications based on SOW when combined has more importance than cost or price. Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work (SOW) to the Contract Specialist along with their quote.
