Description
The Bureau of Land Management (BLM) has a requirement for fuels management services to accomplish the following: The Sheeptail FMZ Stewardship project will utilize commercial and non-commercial forest thinnings to create a fire containment zone (FMZ) across 30.5 acres. FMZ's are variable width treatment buffers (100 to 300 feet wide) strategically located along existing roads, trails, or topographic features that will provide safe access and defensible space to fire suppression crews. Flammable material shall be treated and removed from the surface, understory, and canopy. Treatments would be feathered with the more aggressive vegetation removal starting at the FMZ center (road edge) and reducing vegetation removal into the adjacent bordering stands. The intent of the feathering is to reduce the straight line visual impacts from the FMZ treatment. Landscape appearance within the FMZ would resemble an open, park-like, stand with very light surface fuel loading. This includes furnishing labor, supervision, transportation, operating supplies, and incidentals to perform all work necessary to accomplish the required services. The period of performance will begin on or about September 21, 2004 and continue for approximately six months. This requirement is 100% set aside for small businesses under NAICS 115310. This solicitation will be available on or about July 28, 2004. A pre-proposal site tour will be held on August 11, 2004 at 9:00 a.m. at the intersection of Mt. Roosevelt road and Highway 85, 1/2 mile north of Deadwood. Potential offerors are to provide their own transportation at no cost to the Government. The Government assumes no liability on behalf of offerors attending the site visit. Offerors planning to attend the site visit tour shall contact Dennis Bucher (605) 892-7004 at least 48 hours before the scheduled site visit and advise him of the firms name and number of persons that will attend. Potential offerors may obtain a copy of the solicitation at http://www.fedbizopps.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award. Facsimile proposals will not be accepted.
