- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Prop osals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation number is AMSTAT-RN-0-8604. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquis ition Circular 97-14, dated 24 Sep 1999. The associated standard industrial classification code is 7379 with a size standard of $18 million. The requirement is for software development for the purpose of modeling large volume sloshing water/fuel payload s by developing a wrapper code compatible with TARDEC??????s existing MSC Software ADAMS and DADS. FOB Destination will apply. No options will be included. Equipment is for AMSRD-TAR-N, Warren, MI. Provision at FAR 52-212-1, Instructions to Offerors- Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: i) technical capability of the equipment offered to meet the Government requirement and ii) price. Offers are advised to include a complete copy of the Pro vision 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to I mplement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This acquisition is rated D04. The US Army Tank Automotive Command intends to negotiate solely with MSC Software, 2300 Traverwood Drive, Ann Arbor, MI 48105 ?????? devel oper and licensee.
