- TOPSOIL 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation FA5000-04-T-0040 is issued as a Requested for Quotation (RFQ). 3) This solicitation is 100% set-aside for small business. The NAICS Code is 325314, Size Standard 100 employees. 4) ITEM:Top Soil Quantity 2,962 Cubic Yards (CD). Unit of issue: Cubic Yard. 5) DESCRIPTION/SPECIFICATIONS: Topsoil, containing Organics: 60% by volume (Must be free sticks, rocks, and any other objectionable material) Sand: 20% by volume (100% shall pass through a #4 screen). Silt: 20% by volume (Any sand material passing a #100 screen). Must have a ph factor of 5.5-6.5. Soil must pass through a 8MM screen and be free of sticks, rocks, and any other debris. The government reserves the right to inspect vendor operations to verify technical acceptability of the product. All questions and concerns will be addressed to the Contracting POC listed at this solicitation. 7) DELIVERY: FOB DESTINATION to Elmendorf AFB, Alaska 99506. Contractor shall be responsible for delivery beginning on 9August 2004,accumulating at least 1000 cubic yards no later than 20 August 2004,thereafter maintaining no less than a 1000 cubic yard stockpile until the total quantity has been delivered. All topsoil shall be delivered no later than 15 September 2004. Topsoil shall be delivered to the Cherry Hill snow dump area located at the West end of Runway 6 on Elmendorf AFB between 0730 and 1530 hours Monday through Friday. A government representative shall perform random sampling of the delivered products. Vendors are advised that security conditions have changed on Elmendorf AFB and they should make arrangements with security forces for their delivery drivers and trucks entering the base for delivery. Delay may occur in gaining access to the base. EACH LOAD DELIVERED TO THE CHERRY HILL SITE BY THE CONTRACTOR SHALL BE ACCOMPANIED BY A DELIVERY TICKET. The delivery tickets for topsoil shall be listed in Cubic Yards (CD). A government representative will be onsite to receive the delivery tickets. During periods a government representative is not available the contractor shall place the delivery tickets inside the weather restraint ticket box at the Cherry Hill site. A government representative will ensure the ticket box is emptied on a daily basis. 8) FAR 52.212-1 Instruction to Offerors/Commercial, applies to this solicitation 9) FAR 52.212-2 Evaluation of Commercial Items. Award will be based on lowest price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussions. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items with Alternate 1 with the offer.
