Description
The Government intends to award a contract to FATS, Inc. on a sole source basis IAW FAR 6.302-1, and 10 U.S.C. 2304(c)(1). FATS, Inc. shall supply the Government 3 ea. I-FACT (Indirect-Forward Air Controller Trainer) integrated Basic Military Training System upon award of a contract. The I-FACT system includes the Laptop I-FACT system, the I-FACT 300D Basic Military Training System, and the Classroom Training Kit. The I-FACT Training System can be provided in any of the following configuration: 1. As a Laptop trainer providing Virtual and Pilot in the Loop Training Joint Close Air Support Training (JCAS), 2. The I-FACT 300D Basic Military System can support Virtual and Pilot in the Loop JCAS Training with the addition of hand held targeting devices such as laser rangefinders and laser target markers. 3. The I-FACT 300D Basic Military System can also be configured to support Marksmanship Training, Judgmental Training, and Combined Arms and Tactical Training. The I-FAT integrated Basic Military Training System is authorized for use in Military Special Forces Training by Research performed by Air Force Research Labs, Warfighter Training Research Division, Human Effectiveness Directorate. The Contract award date is anticipated to be August 2, 2004. Potentially interested sources must have current past performance and experience of supplying approved Military Training System by Air Force Research Labs. Interested sources having the capabilities necessary to perform the stated requirement may submit a capability statement to Han Park, Contract Specialist, via e-mail at han.park@hickam.af.mil. Information submitted in response to this notice will be used solely to determine whether or not the use of competitive procedures would be in the best interest of the Government. The Government will consider all responses but a determination by the Government not to compete this action is solely under the discretion of the Government. This notice is not a request for competitive proposals.
