Description
The Department of Housing and Urban Development (HUD) has a requirement for management consulting services, to be performed in Washington, DC, to support HUD?s IT lifecycle integration, IT program and project management and implementation. This procurement is 100% set aside for service-disabled, veteran-owned small businesses (SDVOSB). HUD intends to improve its IT program and project management process within the Office of the Chief Information Officer (OCIO) organization. The OCIO has the authority to implement and enforce enterprise IT program and project management policy, standards and practices as well as IT Lifecycle integration. Currently the IT program/project teams do not possess the full complement of skills and management expertise to insure successful delivery of IT products in a consistent and repeatable manner. HUD requires experienced contractor support to assist in the implementation of a proven program/project management methodology, associated tool sets, and the delivery of required mentoring as well as support implementation of the full IT Lifecycle framework. Interested SDVOSB parties must notify the Contracting Officer via email at the following address: keith_w._surber@hud.gov. With the email notification of interest, parties shall provide a capabilities package clearly demonstrating their ability to perform the services listed above. The capabilities package may include resumes or personnel information, information specific to the company including name, point of contact, confirmation as an SDVOSB, and a company profile. The potential source must include in the capabilities package information on similar contracts that have been performed by the company, including information on any major subcontractors. The capabilities package submitted shall not exceed 8 pages. Failure to comply with the requirements stated herein may result in determining the party not capable of competing for the requirement. If insufficient qualified firms are identified for a competitive procurement, HUD may proceed to an SDVOSB on a sole source basis. Interested parties must respond no later than 4:00 pm Mountain Time, Aug 5, 2004.
