Description
Title: Support for Minority Internship in Health Sciences Librarianship NAICS: 611310 Small Business Size Standard: $6 million It is the intent of the National Library of Medicine (NLM) to award a purchase order on a sole source basis under authority of FAR 6.302 to Arizona Health Sciences Library (AHSL), University of Arizona (Tucson, AZ) to provide internships in health sciences librarianship to Hispanic-American and Native American students accepted in the Knowledge River Institute program and enrolled in the School of Information Resources and Library Science (SIRLS) at the University of Arizona (UA). The period of performance shall be for one (1) year with a one-year option period. The Knowledge River Institute pays tuition for Hispanic-American and Native American students enrolled in the School of Information Resources and Library Science (SIRLS). SIRLS, through this program, is committed to preparing Hispanic-Americans and Native Americans for careers in library or information fields. SIRLS has created partnerships with various Arizona libraries in order to provide internships that allow Knowledge River students to gain experience in working libraries and to be exposed to different types of library service. Specifically, AHSL shall 1) expose KRI students to career opportunities in health sciences librarianship by providing a working internship at AHSL and 2) enrich the ongoing services and outreach projects of AHSL by leveraging cultural and language-skill expertise of the KRI interns to inform and enable AHSL staff to better meet the health information needs of Hispanic-Americans and Native Americans. NLM has determined AHSL to be uniquely qualified to offer the above services. AHSL is active in outreach projects around the state that involve interaction with Native American and/or Hispanic populations. These outreach projects provide insight as to cultural norms and effective strategies for working with and developing relationships with Native American and Hispanic populations. The AHSL also serves as a consumer health resource for the community and as the library for the University Medical Center. This service will be awarded under FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Offeror must show availability of an ALA accredited masters degree level program in library science that includes a cultural program appropriate for Hispanic and Native American students. If the offeror is not a school or program in library science, it must be clear that there is a very close relationship between the offeror and the academic institution offering the masters degree, such as two parts of the same institution. (50%) 2) Offeror must show a clear and organized internship program such that the students will have an opportunity to obtain practical knowledge and experience with health sciences librarianship within a health sciences library setting. This program shall also show mentorship for the interns as well as opportunities to meet others within the health sciences library community. (35%) 3) Offeror must include a plan to promote awareness of this internship program in health sciences librarianship within the target communities and the health sciences library community. (15%).
