Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 541990. It is the intent of the National Institutes of Health (NIH) to procure professional support services for the Office of Behavioral and Social Sciences Research (OBSSR) on a sole source basis from American Educational Research Association, Washington, D.C. The OBSSR plans to provide support to the Social and Behavioral Sciences Working Group on Human Research Protections for continued work on human research ethics in the behavioral and social sciences. The goal of the Working Group's activities is to promote efforts to improve the human research protection system through outreach to the scientific community, develop human subject protection courses, and prepare reports that seek to improve understanding of how social and behavioral science research can best operate within the human research protections system. The activities of the Working Group include conducting a day-long course, producing reports, and disseminating its products. The OBSSR has worked closely with the Social and Behavioral Sciences Working Group on Human Research Protections over the past two years in identifying needs of the research community and gaps in the understanding or implementation of human research protection systems. Ultimately, the Working Group has produced important work products, reached out across the social and behavioral science community to gain input and enhanced consideration of human research protection in these sciences, and has designed a day-long course focused on human research ethics. The objective of the Working Group's efforts is to continue promoting education and training in the area of human research ethics and the best practices for review of such research. The objectives of the Working Group will be accomplished through presentations, courses, report-writing, and dissemination efforts. The Social and Behavioral Sciences Working Group on Human Research is housed in the American Educational Research Association (AERA), a major interdisciplinary research organization in the behavioral and social sciences. The Working Group is chaired by Dr. Felice Levine, Executive Director of AERA, and is comprised of seventeen highly experienced social and behavioral scientists from numerous executive branch agencies and academia. The Working Group brings considerable expertise in human research ethics ensuring its goals will be met. EVALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the Statement of Work. Offerors must submit information sufficient to allow NIH to evaluate the following criteria for award. Criterion A: (50 points) - Vendor must have at least 5 years experience in the area of human research protections and the human research protection system, as well as an in-depth understanding of the role played by social and behavioral sciences research within the human research protections system. Vendor must be experienced in course development, report-writing, and information dissemination. Criterion B: (50 points) - Vendor must have a project manager with a Ph.D. in the behavioral or social sciences from a highly rated academic program. The project manager must also have extensive experience in human research ethics in the behavioral and social sciences. This requirement is for a twelve (12) month period. This notice of intent is not a request for competitive quotations, however, all responses received within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation.
