Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 514210 with a small business size standard of $21.0 million. The focus of this procurement is to acquire one-time professional scanning and metadata capture for approximately 65,700 items totaling 68,000 pages. The items in question are published judicial case files from the Food and Drug Administration, dating from 1907-1963, for violations of various laws enforced by the FDA. The vendor shall produce: 1) a scanned image of each individual case file in one of each file formats-TIFF, PDF, uncorrected OCR text file; 2) individual metadata records abstracted into XML Dublin Core-styled elements from each case file. The vendor shall also transform separate printed indexes that are keyed to the unique case file numbers for entry into the XML metadata records. The vendor shall describe their best method for performing the index transformation. Each case file shall be scanned at 300 DPI in order to create an archival TIFF image of each individual case file. Each TIFF image shall be converted via OCR to produce an uncorrected text file for searching capability, and a searchable PDF shall be created for user viewing. Prior to full production, a feasibility test shall be conducted so that both parties can determine the true scope of the desired product. 100 case files, representing the variety of time periods of the published data and all of the various presentation conventions, shall be tested. Expected outcome are scanned images and completed metadata records for each of the approximately 65,700 cases. The electronic files shall be delivered in a physical format acceptable to NLM's current computing environment at time of delivery. The government requires that all printed pages of the original case files shall be returned as well. The purchase order term will be September 1, 2004 through August 30, 2005 with options for two (2) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-04-181-UHP will be available on or about August 5, 2004.
