- This is a combined synopsis/solicitation for a commercial service prepared in accordance with Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCNA0200400032 is issued as a request for quotations. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Staff Office for International Programs and the Office of Response and Restoration seeks a contractor to provide technical advice and assistance relating to the implementation of the coordination of NOS coral reef projects including NOAA-Puerto Rico joint coral reef initiatives. The Statement of Work (SOW) and Deliverables are attached. This is a firm fixed price procurement using simplified acquisition procedures. The period of performance is September 1, 2004 through August 31, 2005. Responses may be emailed in MS Word format to Phil Harrell at phillip.harrell@noaa.gov or sent by hard paper copy addressed to Phil Harrell, National Oceanic and Atmospheric Administration, Acquisition Management Division, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910. The quote shall be no more than five pages and shall include the following: 1) Contractors capability overview; 2) Past performance information (relevant experience to perform the required services); 3) Short resumes of personnel to provide these services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Personnel fluency in English and Spanish; 2) Knowledge of Marine Policy; 3)Knowledge of Puerto Rico natural resource management; 4)Knowledge of Marine Protected Area issues in Puerto Rico; and 5)Price of deliverables. Price shall be evaluated and not ranked. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.
