Description
The National Institute of Standards & Technology (NIST) intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, www.FedBid.com. www.FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Offerors may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NIST is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com NO OFFLINE PRICING WILL BE ACCEPTED. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. It is unacceptable to place bad faith offers, to use decoys in the www.FedBid.com process or to collude with the intent or effect of hampering the competitive www.FedBid.com process. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on July 30, 2004 at 3:00:00pm Eastern Time. IN ADDITION TO PROVIDING PRICING AT WWW.FEDBID.COM FOR THIS SOLICITATION, EACH OFFEROR MUST PROVIDE RESPONSES TO THE FOLLOWING DIRECTLY TO LISA.SAWYER@NIST.GOV (NOT THROUGH FEDBID.COM) SO THAT THEY ARE RECEIVED AT THAT EMAIL ADDRESS NO LATER THAN THE CLOSING DATE AND TIME FOR THIS SOLICITATION:" THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for the following: LINE ITEM 0001: Quantity: one (1) each, Deuterium Source System (30 w) with the following specifications: (1) VUV deuterium lamp source with continuum radiation in range 115 nm to 380 nm, (2) 30 W power, (3) Includes vacuum housing with MgF2 window, (4) Includes power supply and cables, (5) shall attach to a vacuum reflectance condenser assembly with vacuum seal. LINE ITEM 0002: Quantity: one (1) each, VUV Energy Optimizer Grazing Incidence Vacuum Reflectance Condenser with the following specifications: (1) Provides optimum light collection from deuterium lamp source and high VUV reflectivity and focuses on UHV Minuteman 302VM conflate entrance slit assembly, (2) Uses grazing incidence (-70 degrees) mirror with A1+MgF2 coating to focus diverging source onto slit, (3) Incorporates 5-position manually selectable vacuum filter wheel before the slit focus, (4) Lamp acceptance f/7 horizontal, f/6 vertical, (5) Nominal focus lengths: -6 inches source, 5 inches slit. *******DELIVERY SHALL BE FOB DESTINATION. Delivery is required within two (2) months after receipt of order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. An order shall be placed with the vendor whose quote is the lowest priced and technically acceptable.
