Description
MODIFICATION NOTICE:*** Should offerors require additional clarification, contact FedBid.com at 877-9FEDBID(877-933-3243) or clientservices@fedbid.com or Lisa Sawyer at Lisa.Sawyer@nist.gov. *** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 04-821-4685 and is issued as a request for quotation (RFQ). FOB Destination shall be Gaithersburg,MD,20899-0001. The government plans to award a commercial item purchase order to the bidder with the most advantageous bid to the government. Therefore, all bidders MUST submit their best price and best delivery capabilities through www.FedBid.com. The National Institute of Standards & Technology requires the following items BRAND NAME OR EQUAL to the following: 1,Airborne particle counter with printer and PC interface in accordance with the specifications in the attached Combined Synopsis/Solicitation. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. All interested offerors may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for LINE ITEM 0001: two (2) each, airborne particle counter with printer and PC interface with the following specifications: 1) Particle size channels - 0.5, 5.0 OR 5.5 micrometers (more channels acceptable) 2) Coincidence Loss - Less than 5% at 2,000,000 particles per cubic foot 3) Light Source longevity ? Shall be capable of providing 30,000 hours estimated mean time between failures 4) Data Output required - Built in printer, RS-232C/RS485 computer interface, software to retrieve data and to control the counter from a PC via an RS 232 cable. 5) Sample Time - 1 second to 24 hours 6) Hold Time - 1 second to 24 hours 7) Concentration Mode - 1 second samples, 1 to 10 samples averaged, display updated every second 8) Data Storage - 400 or more samples, rotating buffer 9) Power source - 110 VAC (battery power optional mode acceptable) 10) Operating Environment: 12DEGC to 41DEGC (55DEGF to 105DEGF) 20% to 95% relative humidity, non-condensing Accessories: 1) 20 extra rolls of printer paper 2) Relative Humidity Sensor with RH Range 10-90%, accuracy: +/- 3%,2,EA. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources MUST submit a quote/offer to the National Institute of Standards & Technology for 04-821-4685 using the online exchange located at www.FedBid.com. Offerors that are not currently registered to use FedBid.com should proceed to www.FedBid.com to complete their free registration. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on 21,07,2004 and end on 28,07,2004 at 03:00:00 PM ET. 1st Standard FBO Auction Term: Commercial Item Terms and Conditions - The selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition.. 2nd Standard FBO Auction Term: The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text: FAR 52.212-4 Contract Terms and Conditions Commercial Items, The following FAR clauses in paragraph (b) of FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33. Information can be found at www.ccr.gov. 4th Standard FBO Auction Term: Use of FedBid.com - Buyers and Sellers agree to use FedBid.com as an independent Venue for buying and selling goods or services, respectively. It is understood that FedBid ranks all bids by price, regardless of the evaluation criteria used by the buyer. Buyers and Sellers understand that a Buyer always maintains all rights assigned under their contracting authority and/or applicable acquisition regulations, and may select the most advantageous bid for the governments purpose while considering offline factors such as delivery, past performance, socio-economic classifications, and source rotation.. DELIVERY SHALL BE FOB DESTINATION.: Delivery is required within 10 weeks after receipt of order. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.. Evaluation Criteria: An order shall be placed with the vendor whose quote is the lowest priced and technically acceptable..
