Description
The Newport and Sullivan Lake Ranger Districts of the Colville National Forest located in Northeast Washington requires mechanical slash treatment. The work is located in Pend Oreille County, Washington State. This includes grapple piling all pre-existing fuels and whips, non-merchantable or cull material. The Contractor shall furnish all labor, equipment, supervision, tools and transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. The Contractor shall provide a track mounted excavator which meets the following: 1. Ground Pressure maximum 7 psi; 2. Climbing ability up to 45 percent slope; 3. Pivot attachment arm shall be able to swing 360 degrees while the tracks remain stationary; 4. Reach attachment arm shall have a minimum reach of 25 feet; 5. Capability to pickup up wood debris from 1 inches to 15 inches in diameter while at the same time allowing all loose soil, litter and duff to fall free so that it is not put into pile. The contract will be an Indefinite Quantity Indefinite Delivery contract with two one-year options which the Government may exercise. The Government is currently estimating approximately 145 acres for FY 2004, 115 acres for FY 2005 and 115 acres for FY 2006. Price will be quoted by the level of difficulty. Projects vary in location throughout the District. Task orders will be placed based on site conditions and funding availability. The effective period of the contract will be from date of award through May 15, 2005 and will be extend if the Government elects to exercise the options. The contract work in the field will run from approximately July 1st through October 31 depending on funding, weather and site locations. The Contractor will be paid for actual work performed. This project will be advertised as a written quotation and will be solicited under the Simplified Acquisition Procurement (SAP) rules. Estimated issue date of the solicitation is on or about August 9 2004. Quotes are estimated to be due August 27, 2004. The proposed project listed here is a 100 percent small business set-aside. NAICS code is 115310, size standard is $6.0 million. All responsible sources may submit a quote which will be considered.
