Description
The U. S. Coast Guard requires rework services for the items specified, on an as required basis for a one-year base period beginning 01 February 2005 or date of award, whichever is later; with two one-year option periods renewable annually. This requirement is for the rework of the following: (CLIN 1) Altimeter Set, Elect, NSN 5841-01-426-8489, P/N-622-3890-103, Mfg Cage Code 13499, Qty 15 each, (CLIN 2) Altimeter Set, Elect, NSN 5841-01-220-1390, P/N-622-3890-003, Mfg Cage Code 13499, Qty 2 each, (CLIN 3) Receiver-Transmitter, NSN 5821-01-140-7767, P/N-622-1396-001, Mfg Cage Code 13499, or NSN 5895-01-357-4630, P/N-622-1396-101, Mfg Cage Code 13499, Qty 8 each, (CLIN 4) Height Indicator, NSN 5841-00-758-4547, P/N-522-4114-003, Mfg Cage Code 13499, Qty 10 each, (CLIN 5) Computer, Warning, NSN-6340-01-101-1888, P/N-965-0476-088, Mfg Cage Code 97896, Qty 20 each. CLINS 1, 2, 3, 4, and 5 are serial number tracked. CLIN 5 is flight critical to the USCG Mission. This requirement will be satisfied using commercial acquisition procedures as described in FAR Part 12, and the Test Program for Certain Commercial Items IAW FAR SubPart 13.5. This requirement is being satisfied through the use of ?Best Value? evaluation methods. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluation factors listed in descending order of importance as follows: Past Performance consisting of; (1) Delivery Performance, (2) Quality Deficiency Reports, and (3) Vendor Responsiveness to the customer?s needs. These factors when combined are significantly more important than price. Offerors must as a minimum achieve a satisfactory evaluation for past performance in accordance with FAR Part 12.301(c). This procurement is set aside for small business. The NAICS code is 336413 and the size standard is 1000 employees. The units will be reworked and then shipped to the USCG, Aircraft Repair and Supply Center, Elizabeth City, NC. 27909-5001 unless otherwise directed. The Coast Guard intends to negotiate and award multiple contracts for these services. Rework shall be accomplished in accordance with the Original Equipment Manufactures (OEM) specifications. The Coast Guard does not own nor can it provide specifications, drawings, or data for the rework of these items. Required delivery date is 30 days after receipt of material and the FOB point is destination. Offerors must possess a current FAA or OEM certification for the rework of the components specified, and provide a copy of the certification with their offer. A Department of Defense certification or equivalent may be submitted for review and approval by the Contracting Officer on a case-by-case basis. All responsible small business sources may submit a proposal, which will be considered by this agency. The solicitation will be issued on or about 21 Aug 2004. Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
