Description
The Department of Homeland Security, Bureau of Customs and Border Protection, U.S. Border Patrol Air and Marine Operations Center, El Paso, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation HSBP1004Q00176 is being issued as a Request for Quotation. This is a request for quotation in accordance with FAR 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. QUOTER SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm?s DUNS number. Contractor must be currently registered in the Central Contractor Registration and provide DUNS number with quotation. The North American Industry Classification System code is 336413. The small business size standard is 1000 employees. This is a TOTAL SMALL BUSINESS SET-ASIDE. Work is to be performed within 250 statute miles from the USBP Yuma Air Operations. Contractor must be a FAA Part 145 Repair Station. A single award will be made. Upgrade avionics on Cessna 182 N1260M to include removal of existing avionics equipment and associated wiring and provide and install the following: installation of a new PS Engineering PMA 7000B audio panel/marker beacon/intercom wired up to 4 place; installation of a new Garmin GNS-530 GPS/Nav/Com interconnected to existing autopilot, existing HSI, PMA 7000B audio panel and GNS-430 for cross fill information; installation of a new Garmin GNS-430 audio panel and GNS-530 for cross fill information; installation of a new Garmin GTX-327 Transponder interconnected to a new SA 535 encorder; and installation of a new GI-106 CDI interconnected to a new GNS-430. Wiring for the removed systems will be replaced with new wiring. Any existing wiring that is not being used will also be removed. Existing Com, Nav, Transponder and Marker Beacon antennas will be used if deemed to be in a serviceable condition. New GPS antennas are to be installed for the GNS-530 and GNS-430. An external annunciator is to be installed in the pilot?s instrument panel for the GNS-530, per FAA requirements. The GNS-430 will get its external annunciation via the GI-106 CDI. Both GPS systems will be IFR certified. All removed radios and equipment are to be returned to the USBP at time of acceptance. All applicable FAA documentation will be generated, aircraft weight and balance and equipment list is to be updated. Warranty shall be one-year for wiring. Manufacturer?s warranty shall apply to all new equipment. Delivery shall be within 120 calendar days after award of the contract. Once work has been completed, contact Howard Aitken at the USBP Air Operations in Yuma, AZ at 928 344-0622 to arrange flight test and acceptance. Quotations shall be valid for 60 days after date of receipt. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, apply to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the technically acceptable, lowest priced quotation from a responsible Quoter as defined in FAR Part 9, who also has satisfactory record of past performance as described in FAR subpart 42.15. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition.
