Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with format Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requisition number, F1310641540100, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24 and Defense DCN 20040625. The acquisition falls under North American Industry Classification System (NAICS) code 561110 and the associated business size standard is $5Million. If two (2) or more responsive, responsible and technically acceptable small or HUBZone business respond, this acquisition will be100% set aside for small business, if not, it will be unrestricted. The government intends to solicit and award this purchase order for the following item: ITEM 0001, CONTRACTOR TO FURNISH ALL LABOR, MATERIALS, TOOLS, TRANSPORTATION AND ALL NECESSARY ITEM TO PROVIDE SERVICE AS RESOURCE AREA COORDINATOR for the Family Support Center. The primary emphasis of the position is to assist customers on the computer with questions regarding word processing, public and community services (PACS), resume/cover letter writing, federal employment applications and resumes, job/company listings, the Scholarship Resource Network software, relocation computer programs, and other computer software as is installed. In addition, the Resource Coordinator will update the post job listings on a timely basis, contact employer for job leads, maintains files on companies and work with respective Family Support Center to ensure quality customer service. Services are for 40 hours per week during Family Support Center customer services hours from Monday through Friday, 0730 through 1630, excluding holidays, for maximum of 2088 hours annually. Service to be performed from 23 August 2004 through 19 Aug 2005. Statement of Work is as follows: STATEMENT OF WORK For Resource Area Coordinator 1. SCOPE The purpose of this contract is to have a resource coordinator to oversee and maintain the customer resource center in the Family Support Center. The primary emphasis of the position is to assist customers on the computer with questions regarding word processing, resume/cover letter writing, federal employment applications and resumes, job/company listings, the Scholarship Resource Network software, relocation computer programs, and other computer software as is installed. In addition, the Resource Coordinator will update and post job listings on a timely basis, contact employers for job leads, maintain files on companies, and work with the respective Family Support Coordinator (FSC) Personnel to ensure quality customer service. 2. PERFORMANCE Contractor will work between 23 August 2004 through 19 Aug 2005. a. Provide forty hours (40) of service per week during FSC customer service hours, 1730 ? 1630 daily, excluding Federal Holidays, for a maximum total of 2016 hours annually. b. Meet and greet customers in a congenial manner and provide assistance as required. c. Perform minor troubleshooting on computers, printers, and typewriters. d. Conduct and certify typing tests. e. Post new job listings as received and purge outdated listings on a weekly basis. f. Contact a minimum of 10 employees per week via telephone and/or mail to inform them of available services at the FSC such as listing job vacancies. g. Assist customers wishing to use Air Force Once Source. h. Coordinate with FSC personnel to ensure customer needs are met. i. Maintain files of articles, company resources/literature, and the like for the purpose of developing resumes, conducting research, etc. j. Endure resource is neat and organized. This includes updated resource racks and files as new materials become available. k. Provide orientations of the resource center for walk-in customers and workshop participants. Update and provide handouts as appropriate. l. Check out books for loan and follow up for their return. m. Ensure customers sign in to document usage of resource center. n. Ensure customer feedback is collected and totaled from users of resource area. o. Conduct period checks of client computer usage, insuring that computers are being used for job search functions and not for unauthorized functions or Internet sites. Insure computer workstations are clean, neat, and orderly. Wipe down computer workstations and computers on a daily basis. p. Provide front desk coverage during lunch period and on an as needed basis. q. Input and track statistical data using the FIRST data tracking system on an ongoing basis. r. Prepare and send documents for reproductions on an as needed basis s. Ensure Room 129-Customer Resource Room is neat and organized. Maintain bulletin board by posting new materials and purging outdated announcements. t. Provide assistance to customers faxing approved documents. Fill out AF Form 1072 for long distance faxes. u. Invoice monthly for services rendered. 3.GOVERNMENT SUPPORT. The FSC will provide printing support for materials as required, and be available to assist the contractor, provide working space, FSC calendar, pencils, pens, filing/storage space, and computer. a. PERSONNEL QUALIFICATION The Contractor must be familiar with and responsive to military protocol, organization, structure, and chain of command. The Contractor must also have a working knowledge of Microsoft windows, Microsoft word, excel, and access, and be able to quickly become proficient on other resource software as available. 5.PERSONNEL RESUME The contractor shall submit to the Government an official resume. The resume shall not be more than two pages in length ad must contain the following information. a. Full name and home telephone number.? b. Chronological work experience that substantiates by involvement and duration the skills and services being performed. c. A dated and signed statement certifying the information in the resume is true and accurate. This solicitation contains one line item. FOB point is Travis Air Force Base. The following provisions or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructors to Offerors-Commercial. FAR 52.212-2 Evaluation ?Items, paragraph (a) to this provision is completed as follows ?Evaluation Factors: Price only. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer.
