Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-04-Q-80137 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 01-24. The NAICS Code is 443120 and the Small Business size standard is $7.5M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to Re-carpet areas on the 2nd floor of Building 4, located in Cambridge, Massachusetts. Existing carpet (with attached rubber pad) is glued to the concrete floor. The contractor will be required to remove carpet, rubber pad and associated 4-inch rubber cove base, dispose of all materials off Government property in accordance with state and local regulations; prepare concrete floor in accordance with carpet/adhesive manufacturers recommendations; and install carpet and cove base in accordance with manufacturer?s recommendations. If during the removal of the existing cove base the sheet rock paper is ripped, the contractor will be required to make the necessa ry repairs to match the adjacent surface. The specifications for the carpet are as follows: Lees Carpet, Faculty VI, 4235 Mid-Night Plumb, 18 inch by 18 inch carpet squares or equal to match existing hallway carpet; Construction: tufted; Surface Texture: Performance Loop Pile; Gauge: 1/8 inch; Stitch Count: 8.3 per inch; Pile Height: .187?; Face yarn: Nylon with soil protection; Fiber Technology: Stain Resistant; Primary Back: Woven polypropylene; Total Weight: 14.14 oz. Per square yard; and Size: 18 inch x 18 inch carpet squares. Cove Base should be NAFCO, Ninja Gray, CB-63 or equivalent to match existing gray cove base. Carpet Tile Adhesive should be pressure sensitive adhesive, Burlington Industries or equivalent, to be used with PVC backed carpet tiles. Cove Base Adhesive, for ins talling rubber or vinyl cove base should be Henry 440 or equivalent. Please provide a proposal with a Firm Fixed-Price for the work as described above to the U.S. Department of Transportation, Volpe Center, 55 Broadway, Building 4, Room 243, Cambridge, MA 02142, Attn: Karen Marino, DTS-853 no later than 2:00 P.M. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (JAN 2004) is here by incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. FAR 52.212-2, Evaluation-Commercial Items, (JAN 1999): Award will be made based upon the best value to the Government. The Government will make one award resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and delivery. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JAN 2004) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, is hereby incorporated by reference (OCT 2003). FAR C lause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (APR 2004), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 5, 6, 7, 9, 11, 12, 13, 14, 16, 22, 23. This notice of intent is a request for competitive proposals. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
