- This notice attaches Solicitation No. 263-04-P(BC)-0013 for the National Institutes of Health (NIH) Logistic Services - Supply/Warehousing Services IAW OMB Circular A-76. The Solicitation and Performance Work Statement with attachments have been included in this synopsis at the following website: http://www.olao.od.nih.gov/VendorResources/RequestForProposal/FY2004A76Requirements/LogisticsSupplyWarehousing/ Due to security reasons, please email Sheri Custer at custers@od.nih.gov or Rosanne Wilson at wilsonr@od.nih.gov for the Technical Exhibits (Site/Floor Plans). Please include the following: Company Name, Complete Address for Federal Express delivery, Requestor?s Name, Telephone Number and Fax Number. The Logistic Services - Supply/Warehousing Services will be provided at the following NIH sites in Maryland: Baltimore, Bethesda, Gaithersburg, and Rockville. These services are provided to government-owned and government-leased facilities. Government employees and contractors currently perform the services. The acquisition shall be for one 12-month base year with four 12-month options. The acquisition is expected to be a Fixed-Price type contract. There will be no Performance Bond requirement for this procurement. This procurement is a 100% Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 493110 - General Warehousing and Storage, size standard in millions of dollars is $21.5. Oral Presentations/Discussions are tentatively scheduled for the week of September 14-21, 2004. The evaluation and cost comparison results will be announced on or about November 19, 2004. SITE VISIT INFORMATION: Site Visits are scheduled for July 27 and 28, 2004. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Video equipment and cameras are prohibited. There are five (5) different sites with seven (7) buildings to visit. Due to extremely limited parking on the NIH Bethesda Main Campus, all attendees ARE REQUIRED to report to the Gaither Distribution Center, 16050 Industrial Drive, Gaithersburg, MD 20877. Round-trip bus transportation will be provided between the various sites and buildings. All attendees are required to arrive one (1) hour prior to the established specified time. Therefore, the ARRIVAL TIME for the site visit is tentatively set for 8:00 A.M. local time. The tour will start at 9:00 A.M. (Times are subject to change.) Due to security reasons, Offerors are required to submit to the Contracting Officer (custers@od.nih.gov) and Rosanne Wilson (wilsonr@od.nih.gov)a list of prospective attendees that will be attending the site visits via email by July 23, 2004 at 1:00 p.m. local time. Due to space limitations, each Offeror shall have no more than three (3) representatives at the site visit. Also due to security reasons, you must provide two picture identifications to enter all NIH facilities. Offerors are required to submit all questions in writing to the Contracting Officer no later than 4:00 p.m. local time on July 29, 2004 (within 24 hours after the site visits). Questions must be submitted via electronic mail ONLY to the attention of Sheri Custer at custers@od.nih.gov. Questions must specify the Section, Paragraph of the solicitation, and Designate which Site the question is being addressed, and for which clarification is desired. All updates/amendments to this solicitation will only be posted and made available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site at http://www.fedbizopps.gov/. It is the Offerors responsibility to review this site frequently for updates to any and all documents.
