Description
The National Cancer Institute (NCI), Mass Media Office (MMO)/Press Office plans to enter into a sole source contract with Vocus Inc., 4325 Forbes Blvd., Lanham, MD 20905 to provide continued usage/service of the Vocus PR Server. The MMO, is made up of writers, editors, and public relations specialists; assist the news media by setting up interviews with NCI scientists, and writing and distributing background materials, featured articles and news releases to various news locations and the NCI Web site. The MMO maintains a database of media contacts and distributes institute media materials via e-mail and fax to a specialized list of news media with an interest in cancer. The specific features of the Vocus PR Server allows the MMO to maintain a detailed, searchable database of requests received, as well as how they were resolved. The MMO requies a system which is compatible with existing Vocus Public Relations 3.0. The Vocus PR Servers has the capability of tracking media clips; provides rigorously updated contact listings; enables NCI staff to easily prepare customizd media distribution lists of national media and fax or e-mail materials to those contacts; record requests from the media; and link all of this information through one searchable MMO database of records, contacts and outlets. Data must be accessible via the internet by NCI individuals. Service must be avaialabe 24 hours a day, seven days a week with customer services support during regular business hours, Mon-Fri (8:30 am -5:00 pm), as well as training and implementation services to the NCI Staff. This requirement is being made in accordance with FAR 13 simplfieid acquisition procedures with a base year and one additional option year. Vocus Inc. is the only source known to the Government that has the equipment capable of satisfying these requiements and is compatible with existing equipment, records, and databases to provide the ncessary services. However, if any interested party believes it can meet the above requirements and the noted features, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI/MMO to determine if the party can provide/perform the required services. Provide an original and one copy of the capability statement to Cynthia Brown, Purchasing Agent by 1:00 PM EDT on August 4, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS Code is 334112 and the business size standard is 1,000 employees.
