Description
This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. Request for Quotation number SECHQ1-04-Q-0075 shall be referenced on any quotation. This solicitation is being issued under the Simplified Acquisition Procedures (SAP), FAC-22 and 23 for full and open competition and is unrestricted. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price Purchase Order. C.1.0 Scope. The contractor shall provide the U.S. Securities and Exchange Commission (SEC) with a web-based commercial off-the-shelf (COTS) analytical tool that makes it possible for webmasters to monitor internal and external website activity and provide management with trend analyses for web content, capacity, volume, hotspots (bottlenecks), traffic patterns, and design improvements. The contractor shall provide the software license, install and maintain the software, and train SEC personnel who will administer the software. C.1.1 Background. The SEC regulates the securities industry and provides important information to the investing public. With more than 6 million visits per day to its public website, the SEC needs to maintain efficient and uninterrupted website access. The SEC needs immediate information when website traffic patterns change so that remedial action can be taken to avoid slow-downs and interruptions in service. C.1.2 Current Environment C.1.2.1 The SEC?s current development environment includes: 1) reporting tools such as Business Objects, Actuate, Crystal, and Brio; 2) databases such as Sybase ASE and Sybase IQ; 3) the Microsoft suite of tools (Access, Word, Excel, Outlook, PowerPoint, Project, Visio); 4) development languages such as C, TCL, Java, J2EE, HTML, UML, XML, XSLT, JSP, Struts, and Servlets (used with TomCat as the JSP server for web development); 5) PureEdge to display internet forms; 6) web services technologies such as SOAP, WSDL, and UDDI; 7) Project Version Control System (PVCS) Tracker and PVCS Version Manager for configuration management of automated information systems; 8) Test Director for independent testing; 9) the search engine Autonomy; and 10) firewall and intrusion detection software. C.1.2.2 The SEC?s current technical infrastructure standards include: 1) Application Servers ? a) Enterprise Systems: Sun (Enterprise Servers 4000 series, 4500 series, V880 series, 280 series, E450 series) Operating Environment: Solaris 2.8, Sun 4u; b) Departmental Systems: Sun (Ultra Sparc series, V120 series, 280 series); c) Operating Environment: Solaris 2.8, Sun 4u; d) Workgroup Systems: Compaq (File Servers - Proliant ML530, Other Compaq Special purpose servers); e) Migration: Dell PowerEdge 2550/6450 (Dual Pentium III Processors; f) Operating Environment: Microsoft NT Server 4.0; g) Migration: Microsoft Windows 2000 Server (Active Directory). 2) Web Servers ? a) Dell (Various Models), Sun (Enterprise Servers), Dell PowerEdge; b) Operating Environment: Windows 2000, Solaris 2.8, Sun 4u Software: Netscape Suitespot 3.x, Apache, Microsoft IIS, Tomcat; and 3) File Servers ? a) Systems: Dell 1650/2550/2650/6450/6650 (Dual Pentium III Processors); b) Migration: Compliant Proliant ML360/560/580 Operating Environment: Microsoft NTS 4.0 Server/2000 Migration: Microsoft Windows 2003. C.2.2 SEC Policy and Procedures. The tool shall comply with the SEC Section 508 Policy located at http://wapps.sec.gov/oit/oit_docs/Section508Policy.doc. C.2.3 Government Statutes and Regulations. The service shall comply with all applicable provisions of Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workplace Investment Act of 1998. C.3.0 Requirements - C.3.1 The contractor shall provide a web-based tool that has the following features: C.3.1.1 The tool shall monitor, capture, and maintain a history of 1) website performance data ? access, display, and return-to-screen time; and 2) both detailed and summary page content activity data for visitors, tracing their movement across entire internal and external websites. The tool may store data in a proprietary database. C.3.1.2 The tool shall analyze website performance and website traffic patterns based on criteria that are preselected and programmed as report parameters by SEC webmasters/administrators. C.3.1.3 The tool shall provide a browser-based reporting capability that allows users to generate reports from pre-built parameter sets (?canned? reports) or custom parameter sets built from GUI drop-down box selections and Boolean functions. The tool shall display all reports in multiple formats: table, line graph, bar graph, and pie chart. C.3.1.4 The tool shall provide command line functions for webmasters/administrators. C.3.1.5 The tools shall identify the basic web interface protocols (HTTP, XML, CGI, FTP) used to access the websites. The tool shall identify patterns for different time periods (daily, weekly, monthly, yearly). The tool shall allow an administrator to program a level of hits as a report parameter. C.3.1.6 The tool shall provide a secure socket layer (SSL) level of security that includes an encrypted login and password. The tool shall provide a secure connection and controlled access to data. C.3.1.7 The tool shall comply with SEC security requirements (C.2.1). The tool shall comply with all applicable provisions of the standards issued by the Architectural and Transportation Barriers Compliance Board (Access Board) (http://www.access-board.gov/sec508/guide/) to ensure the accessible use of Federal electronic and information technology. See also C.2.2. C.3.1.8 The software shall interoperate with the SEC enterprise architecture (see section C.1.2). C.3.2 Installation and Configuration. The contractor shall install and configure the software. C.3.3 Training. In conjunction with the installation of the software, the contractor shall provide instructor-led training onsite at the SEC Operations Center in Alexandria, VA for approximately 15 SEC personnel who will administer the tool. The training shall include installation, configuration, report structuring, troubleshooting and maintenance, and command line use. The training shall include a workshop that provides practice in report structuring/building and formatting. C.3.4 Help Line. The contractor shall provide a help line telephone number for webmasters /administrators to use between 8 a.m. and 6 p.m. Eastern Time on normal business days. C.3.5 Maintenance and Upgrades. The contractor shall provide the SEC will all maintenance / upgrades / updates to the tool as they become available. F.1 Period of Performance. The period of performance is from date of award through one year. Award is anticipated in August 2004. The Government intends to issue a purchase order for the above items to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, which are in descending order of importance, shall be used to evaluate quotes: (1) technical acceptability, (2) past performance for requirements that are similar to the SEC?s Statement of Objectives (quoters shall provide complete client contact information so that reference checks may be conducted), and (3) price. This evaluation shall be based on information provided by the contractor. The Government is not responsible for locating or securing any information, which is not identified in the Capabilities Statement or quotation, but may do so at its discretion. Only authorized representatives shall submit quotes. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. Capabilities Statements that do not include prices for all items will not be considered. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212.1, Instructions to Offeror- Commercial Items (JAN 2004); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible quoter whose quote is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. The Government reserves the right to award without discussions. However, the SEC also reserves the right to conduct discussions, if later determined to be necessary, with quoters making the competitive range (i.e., the most highly rated proposals, unless the range is further reduced for the purposes of efficiency). Those quoters determined to be within the competitive range shall supply a demo of the software for two weeks of testing. Prior to contract award, the software must be certified through the SEC test labs. Questions shall be submitted on or before July 23, 2004 at 12:00 PM EST. The price quote shall be submitted as a completely separate document from the technical quote. Quotes shall be clearly marked with RFQ No. SECHQ1-04-Q-0075. Quotes shall be submitted to Lynda M. Theisen by email to Theisenl@sec.gov no later than 12:00 Noon EST, August 2, 2004. No other methods of submission will be accepted.
