Description
NASA/MSFC has a requirement for one (1) each Model LPSR 300 AZ Technology Laboratory Portable SpectroReflectometer. NASA/MSFC intends to purchase the items from AZ Technology, 7047 Old Madison Pike, Suite 300, Huntsville, AL 35806, pursuant to FAR 13.106-1(b)(1), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. The proposed AZ Technology Model LPSR 300 SpectroReflectometer will replace one at MSFC. This type of SpectroReflectometer is used extensively in the analysis of flight hardware to confirm adequate material properties or to observe changes caused by actual or simulated space environment. The existing database contains over 15,000 measurements, including 600+ measurements of material samples currently on board the International Space Station. Incompatible measurements would result in significant loss of knowledge about the space environment and its effects and would hamper flight hardware processing due to uncertainty of thermo-optical characteristics. 2. AZ Technology is the developer and only known supplier of portable SpectroReflectometers. Market research reveals that other SpectroReflectometers are available, but they lack portability and severely limit the size and configuration of samples. Portability is extremely important, as this instrument will be used to make measurements of flight hardware on the shop floor and in various clean rooms as well as in the research laboratory. The instrument must also have the capability to make measurements on any size sample above 0.5?, which may include direct measurements of Space Station hardware 14 feet in diameter. AZ Technology is the only known company with the expertise and personnel to manufacture a laboratory portable SpectroReflectometer with the necessary capabilities in a timely manner. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 07/26/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
