- Description: The Bureau of Reclamation intends to negotiate on a sole source basis with Dr. Ted Yang, for the continued development of the Government GSTAR-W (Generalized Sediment Transport for Alluvial Rivers and Watersheds) model/program. Dr. Yang is solely qualified to execute the pending requirement since he initially developed the Government GSTAR-W (Generalized Sediment Transport for Alluvial Rivers and Watersheds) model/program, to include the predecessor sediment transport models/programs GSTARS, GSTARS2.1, GSTARS 1D, AND GSTARS3. Dr. Yang will complete research on watershed erosion theory, formulate how to incorporate theories into a sediment transport model under development by Reclamation, and will peer review model development. The Government intends to solicit and negotiate under the authority of FAR 6.302-1. The Government will not consider other sources at this time since the Government requires continuity of services to complete development of the project. The North American Industry Classification System Code (NAICS) is 541330. The size standard is $4M.
