Description
The Substance Abuse and Mental Health Services Administration (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the National Alliance for the Mentally Ill (NAMI), Arlington, VA . Purpose: The goal of this project is to educate members of the National Alliance for the Mentally Ill about Medicaid mental health services for the purpose of assisting them to meaningfully contribute to State efforts to improve planning for Medicaid mental health services, and to incorporate such planning into a comprehensive State mental health plan. Over the past decade Medicaid has been an ever-increasing payer of mental health services in the states. It has reached the point where Medicaid pays over half of all public mental health services administered by states. If current trends continue the percentage will reach two-thirds in the not too distant future. Currently, there is only limited information by which to understand Medicaid?s support of mental health services and to incorporate that information into state MH policies. State mental health authorities are called on to provide services through state psychiatric hospitals and local mental health programs and often are seen as responsible for all services within the state. However, effective management of public mental health systems is unlikely to be achieved without policies that recognizing the ever increasing role of Medicaid as the primary source of reimbursement for state-level mental health services. It is critical for consumer and family representatives to be able to understand and contribute to discussions about Medicaid in their states. However, Medicaid is a very complicated program, with a myriad of federal and state laws and rules impacting on how it operates. To improve knowledge of Medicaid MH services, CMHS wishes to support efforts to provide education and other information to groups concerned with State MH services and policies in Medicaid. Using this information, regional meetings will bring together local and state mental health system advocates, family and consumer groups, and selected Medicaid officials to build concrete strategies for state action. NAMI has a comprehensive and experienced network of grassroots members who are actively involved in issues affecting their states= systems of care. NAMI has state offices in virtually every state with staff who work closely with local affiliates and members on state policy priorities. NAMI's state organizations have the capacity, infrastructure and leadership necessary to respond quickly and effectively when issues arise. NAMI's state leaders also have the capacity and experience to develop, organize, and conduct training and technical assistance on Medicaid and related funding and systems design issues. Most NAMI state organizations have been in existence for twenty years, with a long and successful history of leading or working within diverse coalitions on a broad range of disability, mental health and health policy issues at state and local levels. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
