- This modification to the previous notice is to reduce the minimum quantity from 249,870 to 183,870. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER Estimated Date. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. DESC: The applicable NSN?s for this procurement are 8405-01-341-9967(s) for Trousers, Men?s, Army, AG489. The purchase description is MIL-T-43957D dated 16 Sep 1991 and pattern dated 31 Oct 1991. The purchase quantity is 249,870 Minimum/305,400 Maximum with four (4) additional term options. The destination is the contractor?s storage facility. The production leadtime is 120 days. The first delivery is due 120 days after award. This solicitation will be issued as a Source Selection/Best Value Total Set-Aside for Small Business Firms. The following evaluation factors will be utilized in descending order of importance: A) Production Demonstration Model; B) Past Performance/Experience; C) Bill and Hold; and DLA Mentoring Business Agreement Program.
