Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement for Aircraft Mechanic Tool Kits is being advertised as an Unrestricted requirement under NAICS 332212 in accordance FAC 01-24. The Missouri Army Aviation Support Facilit y, Whiteman AFB, MO requires twelve (12) aviation mechanic tool kits to include an extensive list of hand tools (available by e-mailing mary.lea@mo.ngb.army.mil) with a lifetime guarantee, 14 day replacement (on-site preferred), cabinet(s), with foam inl ay and identification etching. The hand tools within the kits must be of superior quality, fit in the contractor provided cabinet and cabinet foam inlay. The Contractor is to delivery 60 days ARO or accepted proposal and provided cabinet set-up and inven tory of each cabinet at time of delivery. The following clauses and provisions are in Full Text. 52.212-2 Evaluation—Commercial Items. The following factors shall be used to evaluate offers: Co ntract offers will be evaluated on the following criteria (in order of importance). 1. Tool list and cabinet meet or exceed the quality of the reference brand. Contractor’s may provided product literature and/or catalogs, foam inlay blueprints or an y material which will provide the Source Selection technical evaluators information to determine technical capability of the tool kit being offered. 2 Service Proposal- to be evaluated based on the contractor’s ability to provide on-site replacement o r at a minimum 14 day replacement. The offeror shall identify the mean the Government shall receive the service. 3. Delivery – The Government has requested 60 days ARO or best possible delivery date. 4. Past Performance (The contractor must provi de three (3) references to include a Point of Contact and telephone number of a Company/Agency that is familiar with your past performance. 5. Price. This is to be a “Best Value” source selection, Contractor’s that do not provide the data requested for evaluation will not be considered for award. Contractor’s must complete the FAR 52.212-3 Offeror Reps and Cert. and include in the Quote/Proposal. Contractors are required to be CCRd prior to the award of a contract. Technical evaluat ion of the kit being offered to meet the Government’s need to provide a complete and quality tool kit to the AH-64 Aircraft Mechanics and the service offered by the contractor to replace broken tools as well as the past performance of the contractor t o meet delivery schedules and customer support are significantly more important than price in determining the “Best Value” for award.
