- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and under the authority of Subpart 13.5 of the Federal Acquisition Regulation, as supplemented with additional information included i n this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation been posted on the FedBizOpps. This solicitation number W9124B-04-R-0025 is being issued as a Request for Proposal. This solicitati on document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. NAICS: 722310. This requirement is being solicited as a small business set-aside. Item 0001: Contractor to provide Full Food Services to inc lude all materials, labor and equipment to be established at the National Training Center, RUBA Area, Fort Irwin, California, as identified in the detailed scope of work. Quantities stated in the SOW are estimates of the Government requirement based on his torical documents and do not represent a guarantee of actual quantities needed. Actual requirements will be on an as-needed basis. Offerors must submit pricing on all line items. Failure to do so will render quote as being non-responsive. Award will be based on total price of all items. Request STATEMENT OF WORK from POC in Item 11 or can be found within the request for proposal posted at the Army Single Face to Industry at https://acquisition.army.mil and Fed Biz Opps at http://www1.eps.gov/spg/USA/D ABK/index.html. Facsimile quotes will be accepted at 760-380-3693. Clauses 52.212-4, Contract Terms and Conditions-Commercial Items; Clause 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and, Clause 252.204-7004, Required Central Contractor Registration will apply to the resulting contract. Clause 52.212-5, Contract Terms and Conditions Required to Implement Executive Orders, Commercial Items and the appropriate clauses within, to include the following, will apply to the re sulting contract: 52.203-6, Restrictions on Subcontractor Sales to the Government, ALT I; FAR 52.217-8 Option to Extend Services within 14 days of expiration of the contract for the same price in the schedule; 52.219-8 Utilization of Small Business Concern s; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.219-14, Limitations on Subcontracting; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-41, Service Contract Act of 1965, as Amen ded (May 1989). FAR Clause 52.232-36, Payment by Third Party, is not authorized at this time but may, in the future, be implemented.
