Description
Architect-Engineering services required for one Indefinite Delivery Type Contract in Support of the Baltimore District Corps of Engineers at the Washington Aqueduct Division. This procurement is set aside for small business. The type of contract pro posed is Firm Fixed Price. The contract will be for one 12-month period and will have an option to extend the contract for two additional periods of 12 months. The contract for this base period will not exceed $1,000,000. Each option period will not exc eed $1,000,000. The wages and benefits of service employees (see FAR 22.10) performing services under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. PROJECT INFORMATION: Includes a broa d range of planning, engineering design and support activities. Services shall include, but are not limited to, planning; design; studies; investigations; process evaluations; facility evaluations; analysis; compliance activities and training in all of th e following area: Regional Coordination of Joint Use Water Sources and Studies; Master Planning for Water Treatment Facilities; Regulatory Compliance Related to Drinking Water; Environmental Compliance including, but not limited to NEPA, EPCRA, CAA, CWA, historic preservation USEPA Standards and MDE Standards; Drinking Water Quality and Treatment Technology in all aspects of water treatment including, but not limited to: source water quality and protection; flocculation/sedimentation; filtration; disinfec tion; waste stream handling; chemical strategies; infrastructure; Civil Design; Geotechnical Investigations and Design; Architectural Design; Structural Design; Mechanical Design; Electrical Design; Control and Instrumentation Design (SCADA); Computer Aide d Drafting and Scanning; Cost Analysis and Estimating; Surveying; Facility Security; Public Information Communication; W.T.P. Operations and Maintenance (O&M) Support; Facility Staff Support Training. SELECTION CRITERIA: The criteria will take into accou nt the location of the firm, which must be in the general geographical area of the Baltimore District Office. SUBMISSION REQUIREMENTS: Standard Form (SF) 330 for Architect Engineer Qualifications became effective 8 June 2004, and replaces SFs 254 and 255 . Interested firms being able to perform this work must submit SF 330 for the prime and for each consultant to the above address not later than 13 August 2004. ATTN: Sharon L. Although there has been a slight delay in the implementation, firms interested i n the electronic submission of a Standard Form 330 part II will soon be able to submit it to the Business Partner Newtwork (BPN) at www.bpn.gov. For a logon and password, firms will use their DUNS number and the Marketing Partner Identification Number (MP IN) they selected when registering on the CCR web site, www.ccr.gov. Part II is prepared on a branch office basis, which aligns with the assignment of DUNS Numbers. Submission of the SF 330 Part II to the BPN is voluntary. However, it will increase a fi rms visibility in the Federal marketplace and may lead to opportunities for contracts that are exempt from public announcement. Do not submit a SF 254 or a SF 330 Part II to the Architect-Engineer Contract Administration Support System (ACASS). ACASS wi ll be modernized in late 2004 to retrieve the SF 330 Part II data from BPN and make it available to contracting agencies. Until then, agencies will require A-E firms to submit Parts II with Part I when responding to a solicitation of A-E Services. A Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. After ACASS is modernized, contracting agencies have the option of requesting firms submit Part II with Part I or retrieving Part II from ACASS if a firm has one on file in BPN.
