- THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR’S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at carrie.grimard@navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide all labor, material, equipment, transportation, supervision, and management necessary to design and install heating systems for Buildings 3325 and 3333 at the Naval Support Activity Crane, Indiana. The general layout for both buildings is a very large dock with an enclosed area on each end. This project is to provide heat to the enclosed areas on both ends of both buildings. Each building is a steel structure with a metal skin on concrete floors. The new heating system shall consist of a hot water boiler located at one end of the building, which supplies a series of unit and door heaters on both ends of the long building. The boiler shall be served by a gas service connection. These facilities are not rated as hazardous atmospheres; however, the contractor will be allowed to work while explosive operations are taking place. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following technical factors will be used to evaluate the offers: past performance and technical solution/management ability. These technical factors when combined are equal in value to the price. Offerors are required to submit both price and technical information. A pre-proposal conference/site visit will be held approximately fifteen days after the solicitation is released. Attendance is strongly recommended but not mandatory. Estimated price range is between $500,000.00 and $1,000,000.00. Performance and payment bonds will be required after award. Completion date is August 1, 2005. However, contractors are asked to submit an alternative with a completion time of January 1, 2005. NAICS Code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $12.0 million. This solicitation will be issued as an unrestricted procurement. Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Estimated release date is Wednesday, July 28, 2004 with proposals due at 4:00 p.m.(local time) on Tuesday, August 31, 2004.
