- RFP#N68950-04-D-1109, UNDERGROUND UTILITIES PIPING NSA CRANE INDIANA THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING & DOWNLOADING AT THE FOLLOWING WEBSITE. www.esol.navfac.navy.mil The official planholders list be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR’S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO RESISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Debbie Dills via facsimile at (812) 854-3800 or email at debbie.dills@navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide all labor, materials, supplies, equipment, transportation, supervision, quality control and management necessary to perform underground utilities piping to maintain, repair, replace and the installation of utility pipelines and incidental related work at the Naval Support Activity, Crane, Indiana and other installations within the NAVFAC Midwest Detachment Crane’s area by means of a requirements type contract. As such, the total value of delivery orders issued under this contract shall not exceed $6.0 million. This is a Requirements type contract awarded on a unit priced basis. The work includes provision of necessary labor, transportation, materials, supplies, equipment, and supervision for maintaining, repair, replace and the installation of utility pipelines and incidental related work. The solicitation contains provisions for a 12-month base period, plus two 12-month option periods to be exercised at the discretion of the Government. The term of the contract shall not exceed 36 months or the total value of the contract shall not exceed $6.0 million whichever comes first. Under the terms of this type of contact, the Government does not guarantee a minimum amount of services to be ordered. However, the Government is obligated to order from the Contractor, and no other source, all supplies or services of the type described in the contract, which are contracted for during the contract term. Exceptions are total renovations or new construction which include underground utilities piping, work which will be accomplished by Government forces, work included as part of new mil-con or other new or major renovation building projects, and work under the Government Purchase Card threshold which is currently $2,000.00 for construction work. If the contractor does not accept an order, the Government reserves the right to procure the services from other sources. SEED PROJECTS. As part of the initial proposal, the contractor shall provide both a cost proposal and brief performance narrative for lining of Residential Sewage Lines with Cured-In-Place Pipe and the elimination of Illicit Discharges at NSA Crane, Indiana. Work shall commence in Fiscal-Year 2005 that includes October 1, 2004 through Sept 30, 2005. The contractor shall use the unit pricing that is provided by the contractor within the schedule of estimated work for determining the total cost or these projects. As part of the initial proposals, the contractor shall provide both a cost proposal and brief performance narrative for both seed projects. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance and experience, management ability/quality control system, and seed projects proposals, and other factors as may be specified in the solicitation documents. These technical factors when combined are equal in value to the price. This solicitation is available only electronically at the following website: www.esol.navfac.navy.mil The NAICS Code for this solicitation is 237110 with a small business size standard of $28.5 million. This solicitation is unrestricted. Approximate release date is Wednesday, July 28, 2004 or sooner with proposals due at 4:00 p.m. (local time) on Friday, August 27, 2004. A site visit is tentatively scheduled for Thursday, August 12, 2004. Attendance at the site visit is not mandatory but is strongly encouraged.
