Description
Background The operation of the Electrostatic Levitation (ESL) Facility requires the heating and melting of materials and the measurement of thermophysical properties of these materials for the science requirements of NASA-funded investigators who are seeking information to support their future ISS flight experiments and the development of advanced materials and processes in support of exploration. To achieve the melting of these materials, high-power lasers are needed. This order is being generated to procure a 200 Watt continuous wave carbon dioxide laser. Requirements The high-power, stand-alone, Class IV, Carbon dioxide (CO2) laser shall emit from 10 to 200 W of continuous wave (CW) energy at a wavelength of 10.59 ?m with power stability of ?5%. The beam shall be no greater than 4.1 mm in diameter with a beam divergence no greater than 3.6 milli-radians. The system shall provide a beam which is 90% TEM00 Gaussian mode with an ellipticity of less than 1.2. The beam shall have a random polarization state. The system should be operable with cooling water provided from 64-72oF at maximum flow rate of 4 gallons per minute. The system shall operate with a maximum heat load of 4000 W. The DC power supply shall be operable from 208 VAC, three phase power, less than 30 Amps at 60 Hz power. The laser head shall weigh less than 85 lbs and have maximum dimensions of 50 inches length by 12 inches width by 8 inches height. Internal to the laser head, a visible aiming laser which is co-aligned with the CO2 beam shall be provided. An interface for computer controlled operations shall be provided. The laser system shall be protected under a 12-month, unlimited hour warranty. All components and assemblies will be unconditionally guaranteed to be free of defects in workmanship and materials for the warranty period. Manuals shall be provided. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing to okoro.d.leslie@nasa.gov no later than July 22,2004. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
